Minutes of the Finance and General Purposes Committee Meeting held on Monday 9th October 2023 at 2pm.

Also Present: Clerk, Miss K Broddle

                              

In Attendance:  None.

 

11. APOLOGIES, DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION:

      a.   APOLOGIES: were received and accepted from Cllr Mrs Aspinall and Cllr Kent. No apologies were

            received from Cllr Clark.

      b.   DECLARATIONS OF INTEREST: Cllr Mrs B Bland regarding the Bowls Club.

      c.    APPLICATIONS FOR DISPENSATION: none.

 

12. NOTES OF THE PREVIOUS MEETING held on the 10 July 2023 had previously been circulated and were

      approved for signature as the Minutes. 

 

13. MATTERS OUTSTANDING:

      Salary increases for local government employees for 2023/24 has not yet been agreed with the unions.

      The back door lock has been replaced to ensure easy egress in an emergency.

      

14. REVIEW COUNCILS RISK ASSESSMENT:  

The Risk Register was reviewed and an amendment was made to item 6.1 (Communications) with Cllr Kent being removed and the Assistant Clerk and Pete Langford (LALC) added.

 

15. FINANCIAL STATEMENTS/BANK RECONCILIATIONS:

   The second quarter financial statements were discussed and it was advised that the percentage spend was

   as expected for the half year. The bank reconciliations were signed.

 

16. COMMUNITY CENTRE HIRE CHARGES FOR 2024/25:

       The recommendation is for the hire charges to not be increased in 2024/25.

 

17. TARIFFS FOR USE OF ALL SPORTING FACILITIES:

      a. The recommendation is for the following, please note the costs are per month:

      Junior Football Pitch - £25 per pitch

      Senior Football Pitch - £30 per pitch

      Training Area (inc use of Flood Lights) - £25

      Use of Floodlights - £20

      Pavilion (use of any area) - £12

      Small Field - £39

      Large Field - £45

     b. The recommendation for the Tennis Club and Bowls Club is for the annual fee not to increase in 2024/25 and to remind them that the Annual Review of content and terms of the agreement is due and to ask if they would like a meeting with the Council to discuss these areas.

     

18. TENURE OF THE SERVICE LEVEL AGREEMENTS FOR THE BOWLS AND TENNIS CLUBS:

       It will be recommended to the Council that the tenure of the Service Level Agreements be extended by

    six years in 2024 to take the agreement to 2034 and to discuss this at the same time as the above         

    recommendation.

 

 

 

 

 

 

19. PROJECTS FOR 2024/25:

      The following projects will be recommended to Council for –

      Window dressings in the Community Centre,

      Replacement of Community Centre External Bar Door,

      Replacement of Community Centre front door and necessary work to allow full accessibility, including

      automating the inner doors and a keyless entry system.

      Change of email addresses to Gov.uk

 

20. CHRISTMAS AND NEW YEAR CLOSURE DATES:

       It will be recommended to Council to close the office and Community Centre from the end of business on

       22nd December 2023 and re-open on 3rd January 2024.

 

21. FINANCIAL SERVICES COMPENSATION SCHEME:

      It was advised that the yearly review has been completed by the Clerk.

 

 

22. Under the Public Bodies (Admission to Meetings) Act 1960 Councillors resolved to move into closed session for the following items: NONE
