Washingborough Parish Council
Minutes of the Finance and General Purposes Committee Meeting held on Wednesday 8th October 2025 at 2pm in the Civic Office, Fen Road, Washingborough, Lincoln. LN4 1AB.
Present:

• Cllr Mrs L Simons
In Attendance: Clerk, Miss K Broddle.
Members of the Public: None
12/25–26. In accordance with the Localism Act 2011, to receive:
a. Apologies and reasons for absence, were received and accepted from Cllrs Mrs
Nixon and Peck. Cllr Mrs Hannam was not present.
b. Declarations of interest: None
c. Applications for dispensation: None
13/25-26. Draft notes of the Finance and General Purposes meeting on the 9th July 2025
were proposed, seconded and resolved for signing as the minutes.
14/25-26. Matters outstanding: None.
15/25-26.Review of Councils risk register:
The Risk Register was reviewed and agreed that no amendments were necessary.
16/25-26. Financial Accounts:
The second quarter financial accounts were discussed with no issues raised and were proposed, seconded and resolved.
17/25-26. Review of Budgets:
The budgets were reviewed and it was noted that the Salaries budget is now running as expected. There were no concerns with the other budgets and were proposed, seconded and resolved.
18/25-26. Bank reconciliation:
The bank reconciliations for July, August and September were proposed, seconded and resolved for signature.
19/25-26. Movement of Earmarked Reserves:
It was proposed, seconded and resolved that no movement of earmarked reserves was necessary.
20/25-26. Community Centre hire charges for 2026/27:
The proposal for Council will be that the hire charges remain as they are currently.
21/25-26. Tariffs for Sporting Facilities for 2026/27:
The proposal for Council will be to agree the following:
Tennis Club increase to £960
Bowling Club increase to £520.
Sporting Facilities a blanket increase of £5 on all facilities.
22/25-26. The recommended project for 2026/27
The recommendation for Council is to look at a new entry doors for the Community Centre
(this may be achievable from the Centre earmarked reserves).
23/25-26. Dates for the Christmas/New Year period:
The recommendation to Council will be too close to users from 22nd December 2025
and reopen on 5th January 2026, with the office opening on the 7th January 2026.
24/25-26. Under the Public Bodies (Admission to Meetings) Act 1960 Councillors resolved to move into closed session for the following items: None.
There being no further business the meeting closed at 2.50pm.
