Minutes of the Finance and General Purposes Committee Meeting held on Wednesday 9th October 2024 at 2pm in the Civic Office, Fen Road, Washingborough, Lincoln. LN4 1AB.

12/24-25 Localism Act 2011 requirements:
      a.   Apologies and reasons for absence were received and resolved from Cllr Mrs A Nixon. 
      b.   Declarations of interest: none.
      c.    Applications for dispensation: none.
 
13/24-25. Draft notes of the Finance and General Purposes Committee meeting on the 10th July 2024 were proposed, seconded and resolved for signing as the minutes.
 
14/24-25. Matters outstanding: Some information regarding replacing of the Community Centre door had been received. Cllrs were advised that the LCC Footpaths Officer had been to look at the area, regarding the     possible installation of a new footbridge over the South Delph.  He was able to provide a design plan for a bridge and also advised on possible contractors.
          
15/24-25.Review of Councils risk register: 
      The risk register was reviewed and updated regarding communications (6.1).
 
16/24-25. Financial statements:
The second quarter financial statements were discussed and with no queries raised.
 
17/24-25. Bank reconciliation:
    The bank reconciliations were proposed, seconded and resolved, for signature.
 
18/24-25. Movement of monies between Councils bank accounts:
It will be recommended to Council that money will be transferred from the current account to the Virgin Money account and a new account is to be looked into by the clerk.
 
19/24-25. Community Centre hire charges for 2025/26:
       It will be recommended to Council that the Community Centre hire charges remain at the current rate for the     
       2025/26 financial year. 
 
20/24-25. Tariffs for the use of all sporting facilities for 2025/26:
        It will be recommended to Council that the sporting facilities tariffs remain at the current rate for the 2025/26 
        financial year and that any club outside of the village are charged at double the rate.        
 
21/24-25. Projects for 2025/26:
        It will be recommended that the project to be looked into for 2025/26 is the possible reinstatement of the 
        bridge over the South Delph.
 
  22/24-25. The Christmas and New Year closure dates: 
       It will be recommended to Council to close the office and Community Centre from the end of business on 
       20th December 2024 and re-open on 2nd January 2025.   
 
 
23/24-25. Under the Public Bodies (Admission to Meetings) Act 1960 Councillors resolved to move into closed session for the following items: None.
 
 
There being no further business the meeting closed at 2.35pm.
