Washingborough Parish Council

Minutes of the Finance and General Purposes Committee Meeting held on Monday 8th January 2025 at 2pm.

 

Present:

• Cllr Mrs L Simons

 

Also Present: Clerk, Miss K Broddle and Assistant Clerk, Mrs E Salter.

In Attendance:  None 

 

24/24-25. APOLOGIES, DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION:

      a.   APOLOGIES: were received and accepted from Cllr Mrs L Hannam and Cllr G Peck.

      b.   DECLARATIONS OF INTEREST: Cllrs Mrs B Bland, Mrs A Nixon and Mrs L Simons.

   c.    APPLICATIONS FOR DISPENSATION were accepted from Cllrs Mrs B Bland, Mrs A Nixon and 

Mrs L Simons for item 33 (Precept)

 

25/24-25. NOTES OF THE PREVIOUS MEETING held on the 9th October 2024 had previously been circulated 

      and were approved for signature as the Minutes.  

 

26/24-25. MATTERS OUTSTANDING: 

      None.

  

27/24-25. REVIEW COUNCILS RISK ASSESSMENT:  

The Risk Register was reviewed with no amendments needed.

 

28/24-25. FINANCIAL STATEMENTS:

   The third quarter financial statements were discussed with no issues arising.

 

 29/24-25. BANK RECONCILLIATION:

    The bank reconciliations, for October, November and December were proposed, seconded and resolved and      

    signed. 

 

  30/24-25. UPDATE OF GRANTS AND DONATIONS APPLICATION FORMS:

      The recommended update to both policies is the addition of the following – payment of the     

grant/donation will only be made to the bank account of the organisation or their responsible  

finance person.

 

31/24-25. The item regarding the recommendation of the project for 2025/26 had previously been resolved and

      was not discussed at this meeting.

 

32/24-25. AUTHORITY FOR THE CLERK TO MOVE FUNDS TO EARMARKED RESERVES IN MARCH 2025:

      The authority was proposed, seconded and resolved and to report the movement at the next F&GP meeting.

 

33/24-25. RECOMMENDATIONS FOR THE PRECEPT 2024/25:

      The recommendations to Council regarding the precept is to be £214,314 – this is a 3.2% increase on 

      a band D property.

 

a. The assumed salary increase from April 2025, pending the confirmation of the new NALC rates.

b. Applicable incremental increases.

c. The Grant Budget cap – the recommendation as from now is to be, the amount received from the telecoms mast, currently £1750.
