Minutes of the Parish Council Meeting held on Wednesday 21st June 2023 at 6.00pm in the Pavilion meeting room, Fen Road, Washingborough, Lincoln. LN4 1AB

Members of the Public:
Two Representatives of Washingborough Bowls Club and three members of the public.
Public Forum – None.
Reports from LCC and NKDC – LCC report appended. Members received a short oral report from District Cllr Harrington.
19. Localism Act 2011 requirements:
Apologies and reasons for absence – were received and resolved to accept from Cllr Peck and Cllr Mrs Gibbons.
Declarations of Interest received – Cllr Mrs Bland regarding item 24a.
Applications for Dispensation – None.
20. Draft notes of the Parish Council meeting held on the 17th May 2023 were proposed, seconded and
resolved for signature as the minutes.
21. Matters Raised at Public Forum: None.
22. Clerks Report:
a. To advise that the Parish Council is in receipt of the NK Plan 2023 – 2026, this is available for viewing in the Parish Office.
b. To note that the tree report has been carried out at the Fen Road site. Work is required to reduce an Ash tree to a 4m stump. The next inspection is due in May 2028.
c. The failed lights at the Community Centre have been replaced.
d. The litter bins at the precinct and Chapel Park have been upgraded.
23. To review and resolve the following Policies:
a. Terms of Reference – Members resolved to accept the policy with minor changes to be made regarding the change in name of the Pike & Eure/George Walker Educational Foundation and Washingborough Garrett’s Charity and to remove item g. x from the policy regarding the Finance and General Purposes Committee reviewing policies.
b. Financial Regulations – Members resolved to accept the Policy with no changes.
c. Councillor Vacancies Policy – Members resolved to accept the policy with a minor change due to an update in the qualification and disqualifications, which came into force earlier this year.
d. Creation, revision and review of documents Policy – Members resolved to accept the policy.
e. Suggested review schedule for polices – Members resolved to review policies four yearly.
24. The following items were resolved as stated:
a. Washingborough Bowls Club Committee have agreed in principle that they
i. Will be responsible for any sewage costs, relating to the pipework from the bowls pavilion to the main drain.
ii. Accept any maintenance/repair costs for the electricity from the bowls club to the electricity housing.
iii. The Bowls club would prefer to use a small area of council land for their grass clippings and for the Council’s groundsman to remove and dispose of these during the winter period, at a cost of £17.80 per hour, which will be met by the Bowls Club. This cost will be reviewed to reflect any staffing increases on a yearly basis. It was proposed, seconded and resolved that the clerking team will update the Service Level Agreement to reflect the above.
b. The request from Washingborough Tennis Club to assist with payment for a new net at a cost of £66.79 and consider the line repainting of the public tennis court on the MUGA. Following a discussion, it was proposed, seconded and resolved that any purchase of equipment or maintenance works to the MUGA would need to be budgeted for. It was resolved that the clerking team should email all sporting clubs to inform them of the Council’s Grants Scheme and remind clubs that they should not replace council equipment without permission.
c. An email received from a resident regarding a council owned tree on the village green. It was proposed, seconded and resolved to bring forward the tree survey to see what the recommendations are. It was noted that any major work would need to be agreed by North Kesteven District Council.
d. To consider the cutting of grass on the large grass verge sited on Main Road/ Policeman’s Lane, which is neither the responsibility of LCC or NKDC. It was proposed, seconded and resolved to contact Land Registry to see who owns the land, in the meantime the Council are to monitor and cut as necessary.
e. To agree a new working party to review current polices and production of new polices as required. Councillors Kent, Whipp, Skelton and Hannam agreed to sit on this working party.
25. Planning Matters.
a. Applications received:
i. 23/0341/VARCON Washingborough Village Hall, Manor Road - Application to vary condition 6 (approved plans) of planning permission 19/1032/FUL (conversion of village hall to dwelling, including erection of single storey rear extension) to modify areas of brickwork, replacement of modern roof, reconstruction of chimney and replacement windows. Washingborough Parish Council has no comment to make.
ii. 23/0645/TPO Aintree Villa, Fen Road. T1 Willow – Fell and replace with native species. Washingborough Parish Council has no comment to make.
iii. 23/0642/HOUS The Rectory, Church Hill - Proposed first floor extension, removal of chimney and erection of new boundary wall and gates. Washingborough Parish Council has no comment to make.
b. To note comments on the following applications returned under Clerks delegated powers:
i. 23/0157/HOUS 15 Eve Gardens - Erection of first floor extension. Washingborough Parish Council made no comment.
c. To note the following decisions from NKDC, on the following applications received:
i. 23/0218/HOUS 5 Ravenwood - Approved
ii. 23/0157/HOUS 15 Eve Gardens - Approved
26. Financial matters:
a. The payment schedule for June 2023 was proposed, seconded and resolved and the salaries payments were noted.
b. The accounts/budget for May 2023 were noted.
c. The Unity Trust Bank balance of account as at 1st June 2023 was noted.
d. To resolve the quotation of £360.00 for tree works as per item 22b. It was proposed, seconded and resolved to accept the quotation.
e. To note the payment of £1094.13 from the Community Infrastructure Levey (CIL) and to resolve how this could be spent. Following a discussion, it was proposed, seconded and resolved to purchase two new bins for areas that needed upgrading and place the reminder of the funds in ear marked reserves for future projects.
27. Items for Information: None.
28. Under the Public Bodies (Admission to Meetings) Act 1960 it was proposed, seconded and resolved to move into closed session for the following item: None.
There being no other business the meeting closed at 7.15pm.

County Councillor Report
Annual General Meeting of Lincolnshire County Council
The Leader of Lincolnshire County Council, Cllr Martin Hill, delivered his speech outlining the
council’s achievements, at the council’s AGM on 19 May 2023.

East Midlands Railway Reinstates Services
The good news is that EMR has bowed to pressure and agreed to reinstate services between
Lincolnshire, Nottinghamshire and Leicestershire. The changes will see the reintroduction of
six weekday and eight Saturday services along the route, which also serves 12 other
locations across Leicestershire, Lincolnshire and Nottinghamshire.
Lincolnshire County Council & Carers Week
Carers Week took place during the week 5 – 11 June. It is an annual awareness campaign
that celebrates and recognises the vital contribution of the UK’s unpaid carers – whether
they be young or older carers, supporting family members and friends, have a disability, or
need extra help as they grow older.

Care Services
If you or a family member needs care or support services for the first time, it can be difficult

Lincolnshire Festival of Rescue
Lincolnshire Fire and Rescue is proud to host this year’s United Kingdom Rescue
Organisation (UKRO) challenge which is taking place from 14 - 16 September. There will be
events taking place at various sites in Lincoln and the surrounding area, including Lincoln
Castle and a water rescue exercise on the Brayford Pool. Participants from around the UK
will take part in challenges involving car extrication, water rescue and high rope rescue.
Saying Safe in Lincolnshire
A new Facebook page has just been set up through a joint venture between the Safer
Lincolnshire Partnership, Lincolnshire Children Safeguarding Board, Lincolnshire
Safeguarding Adults Partnership and the Lincolnshire Domestic Abuse Partnership. All
stakeholders and partner organisations are being encouraged to sign up to find out about
the latest news and details of training opportunities. We are asking our partners to please

Summer Exhibition at the Usher Gallery
The Usher Gallery’s new exhibition, Community Choice, opened on Saturday 10 June and
will run till 8 October. Members of local community groups were invited to help curate the
exhibition by picking items from the county’s rarely-seen art collection. This is part of an
ongoing initiative to involve local people in cultural activities and events at the Lincoln
Museum and Usher Gallery, and is supported by funding from Arts Council England. Entry is
