Minutes of the Parish Council Meeting held on Wednesday 19th July 2023 at 6.00pm in the Pavilion meeting room, Fen Road, Washingborough, Lincoln. LN4 1AB

29. Localism Act 2011 requirements:
Apologies and reasons for absence were received and resolved to accept from Cllr R Harrington, Cllr Mrs M
Gibbons and District Cllr C Goodwin.
Declarations of Interest received: None.
Applications for Dispensation: None.
30. Draft notes of the Parish Council meeting held on the 21st June 2023 were proposed, seconded and
resolved for signature as the minutes, with amendments.
31. Matters Raised at Public Forum: None.
32. Clerks Report:
- To note that paperwork has been received from Land Registry regarding the grass verge sited on Main Road, stating that the registered land owner is Lincolnshire County Council, who have been notified of this.
33. The notes from the Finance & General Purposes Committee meeting of 10th July 2023, were received with no
Comments.
34. The following items were resolved as stated:
- Request for support for the Witham Valley Access Project and for representatives to attend their meeting on Monday 18th September at 7pm at Fiskerton Village Hall – it was proposed, seconded and resolved that Cllrs Clark and Kent attend the meeting.
- To take up the offer of the LCC litter picking equipment scheme – it was proposed, seconded and resolved to take up the offer of equipment.
- To review the use of the Community Centre car park by a resident to serve drinks and snacks from a horse box, which was initially agreed for three months – a report had been requested from the resident on the take up of this facility. No report was received. It was proposed, seconded and resolved to defer any decision until the report had been received.
- Consultation regarding the Central Lincolnshire Local Plan – it was proposed, seconded and resolved to make no comments on this item.
- To note the arboricultural risk report for the trees on the Village Green and Penfold. Further to item 24c from the full Parish Council meeting held on 21st June 2023, the Maple sited on the Village Green would benefit from pruning as branches are now touching the adjacent property – the report was noted. It was proposed, seconded and resolved to contact Welton Tree Services and ask their advice on pruning the tree and if necessary to apply to NKDC for work to trees in the conservation area.

1. Proposal to Lift Age Restriction on Taxis and Private Hire Cars
The General Licensing Committee at North Kesteven District Council is considering lifting the age restriction on cars used as taxis and for private hire. The Hackney Carriage & Private Hire Licensing Policy is under review, with a proposal to remove the upper age limit for licensed vehicles. This change aims to provide more flexibility for the trade while ensuring that vehicles meet strict emissions criteria.
2. North Kesteven Building Excellence Awards
The North Kesteven Building Control service held its annual Building Excellence Awards, celebrating outstanding examples of building projects in the district. These projects showcase North Kesteven's commitment to building for the future, climate resilience, and achieving a Net Zero standard. 3. Honouring Armed Forces Veterans
North Kesteven District Council honoured 13 veterans with Veteran's Badges, recognizing their combined 300 years of service in the British Armed Forces. An additional nine veterans will receive badges by mail. The badge presentations took place during a lunch event for Armed Forces Day, where the community showed support for current and former military personnel. More information HERE.

6. Council's Air Quality Project Expands to School Buses and Taxis
North Kesteven District Council is extending its "Be Smart, Stop - Start" project to school buses and taxi operators. The campaign aims to improve public health and protect the environment by raising awareness about the dangers of vehicle idling. Drivers are being reminded to turn off their engines when waiting in their vehicles, particularly near schools, as children are more vulnerable to the harmful effects of vehicle pollutants.
7. LGC Awards Win
North Kesteven District Council has been recognized as the winner in the Housing category at the LGC Awards. This achievement acknowledges the council's efforts to develop Council homes that prioritize climate action and meet future housing needs. Congratulations to all the winners and nominees!
