The Meeting will start with a minute’s silence to remember former Councillor and Chairman Derek Fothergill        

 

  1. Public Forum.
  2. Reports from LCC and NKDC Councillors.

 

  1. In accordance with the Localism Act 2011, to receive:
  1. apologies and reason for absence.
  2. declarations of interest.
  3. applications for dispensation.

 

  1. Draft notes of the Parish Council meeting held on 19th July 2023 to be approved as the minutes.

 

  1. To discuss matters raised at Public Forum. (Any items raised that need resolution will become an agenda item for the next Full Council meeting).

 

  1. Clerks Report (for information only).
  1. To note that both parties have signed the updated Bowls Club Service Agreement.
  2. To advise that the PAT testing, including items owned by Penfold Players, has been carried out.
  3. To advise that LCC have accepted that the land at Policeman’s Lane/Main Road, is owned by themselves and have advised that the Parish Council will be reimbursed any costs.
  4. To advise that the comments from Councillors on the proposed speed reduction on Fen Road have been returned to LCC Highways.
  5. To remind Councillors that the Macmillan Coffee morning will be held on Friday 29th September from 10am – 12.30pm in the small hall of the Community Centre and to ask for volunteers and donations.
  6. Following receipt of information from Cellnex regarding an upgrade to the telephone mast, no comments were received from Councillors.
  7. To remind Councillors that they have signed up to the Civility & Respect Pledge and to give copies of the pledge to new Councillors.

 

  1. To discuss and resolve the following items:
  1. The options received from Welton Tree Services regarding the Maple tree on the Village Green.
  2. The proposed work, by National Grid, at the Electricity Distribution System on the playing field.
  3. The opening of the Warm Room Coffee Morning, fortnightly from 5th October - 14th December and to organise a rota of volunteers.
  4. A further member of the staffing panel to bring this up to the required number of 3 members.
  5. Report of the Policies Working Party.

 7.   Financial Matters.

  1. To ratify the payment schedule for August 2023.
  2. To receive the payment schedule for September 2023 and note the salaries payments (to follow).
  3. To receive the accounts and budgets for August 2023.
  4. To receive and sign the Unity Trust Bank statement for July and August 2023.
  5. To consider and resolve website maintenance provided through LALC for the remainder of the current financial year at a cost of £85.
  6. To accept the budget cost of between £1300 - £1560, from Selmec, for repair work to 13 emergency lights following the required annual inspection.
  7. To ratify the payment of £230 for the Christmas Tree, including delivery, ordered under Clerk’s delegated powers.
  8. To note the external auditors report and certificate for the 2022/23 AGAR.

9.   To resolve moving into Closed Session (Public Bodies Admission to Meetings Act 1960).

 

10.  Staffing Matters.

        a.  To note the resignation of the Caretaker.

        b. To agree to change the job description/duties of the Environmental Warden and increase hours   

             to include cleaning duties.

         c. To seek approval to recruit an additional cleaner for the Community Centre and Pavilion.

         d. To advise that the Clerk’s appraisal has been undertaken.
