AGENDA
 
a. Public Forum.
b. Reports from LCC and NKDC Councillors
 
1. In accordance with the Localism Act 2011, to receive:
a. Apologies and reason for absence.
b. Declarations of interest.
c. Applications for dispensation. 
 
2. Draft notes of the Annual meeting of the Parish Council held on Wednesday 19th June 2024 to be approved as the minutes.
 
3. To discuss matters raised at Public Forum (any items raised that need resolution will become an agenda item for the next Full Council meeting).
 
4. Clerks Report (for information only).
a. To remind Councillors to check their emails regularly and delete emails to keep storage free and reply to the Clerking team should a response be needed. 
b. Further to Minute Number 19d from the June 2024 full Parish Council meeting, a reply has been received from LCC informing us that our request regarding the Speed Limit Order on the B1190 does not meet the criteria for a reduction to 40mph from Washingborough. The original consultation is ongoing. 
c. To note that the B1190 Lincoln Road/Main Road (between 50m West & 50m East of Church Hill) will be closed from 23rd July 2024 – 25th July 2024 by Anglian Water for water main repairs.
d. To note that the A15 Lincoln Eastern Bypass (between B1190 Washingborough Road Roundabout & a point 200m North) will be closed from 23:00 30th July 2024 to 06:00 31st July 2024.
e. To advise that correspondence from LCC and the Environment Agency, regarding the winter flooding has been received and will be passed to the Flooding Working Party.
 
5. To receive the draft notes, from the Finance and General Purpose’s Committee meeting held on Wednesday 10th July. (for information only) 
 
6. To discuss and resolve the following items:
a. The request from NKDC to offer a digital hub to residents during our winter coffee mornings and seek volunteers. 
b. The request from Rose & Anchor Waffle Trailer to attend the Community Centre Car Park every second Thursday of the month from 5.30 -.8.00.
c. The request from HBW to amend the Sporting Facilities Hire Agreement to allow pre-season matches.
d. Additional information relating to minute number 19g from the full Parish Council meeting held in June 2024 regarding NKDC/BETTER Community Sporting Team hosting free activities at the Community Centre. 
e. To note the report from Cllr Peck with regard to the NSK Parish Council Engagement session on 25th June and to discuss issues raised.
f. To discuss the following proposals from Cllr Peck:
i. The reintroduce Washfest
ii. To invite Utility Warehouse to our winter coffee mornings
iii. To arrange a Village Day
g.   To consider supporting the campaign to improve the safety of Lithium ion and e-bikes &        scooters.
 
7. Planning Matters.
a. To resolve any comments on the following applications received:
i. 24/0746/HOUS 12 Church Hill, Washingborough. Erection of single storey extension to entrance lobby and part removal of boundary wall. 
 
ii. 24/0778/HOUS Claytops, Washingborough Road, Heighington. Proposed flat roof single storey side extension
 
b. To ratify comments on the following applications returned under Clerks delegated powers: 
i. 24/0755/TCA 10 Penfold Lane, Washingborough. T1 Pine – selective pruning of Northern crown aspect by approx.1-2m to a suitable growth point to clear property. Selective pruning to the Southern crown aspect by 2m to a suitable growth point to clear the neighbouring driveway. Council had no comment to make on this application. 
 
c. To note the decisions from NKDC, on the following applications received:
i. 24/0527/HOUS 80 Granson Way, Washingborough. Proposed single storey extensions to dwelling and erection of car port to rear. Approved.
ii. 24/0519/FUL Washingborough Family Practice, School Lane, Washingborough. Erection of infill extension to create new main entrance and additional consulting rooms and internal re modelling. Approved.  
 
8.   Financial Matters.
a. To resolve the payment schedule for July 2024 and note the salaries payments (to follow).
b. To receive the accounts and budgets for June 2024.
c. To receive and sign the Unity Trust Bank statement for June 2024.
d. To consider the quotation from JKBS to clad the pavilion changing room ceilings.
e. To consider the quotation from JKBS to replace the boiler room and small electric plant room doors with high security doors. 
f. To discuss and consider the quotation following the recent emergency lighting inspection, which shows 20 failures, carried out across the Fen Road site. 
 
 
 9.   To resolve moving into Closed Session (Public Bodies Admission to Meetings Act 1960).
