- Public Forum
- Reports from LCC and NKDC Councillors
- In accordance with the Localism Act 2011, to receive:
- Apologies and reason for absence.
- Declarations of interest.
- Applications for dispensation.
- Draft notes of the Parish Council meeting of the Parish Council held on Wednesday 17th July 2024 to be approved as the minutes.
- To discuss matters raised at Public Forum (any items raised that need resolution will become an agenda item for the next Full Council meeting).
- Clerks Report (for information only).
- To note the letter from NKDC’s Chief Executive regarding his decision to step down from the role.
- To advise on the summer activity day, in conjunction with NKDC.
- To discuss and resolve the following items:
- The request from Muffin to Lose to serve desserts from the car park.
- The offer from the Polices Safer Together Team, to attend an engagement in the village, to include anti-social behaviour.
- The request from Old Lincolnians Cricket Club to have a season let of the playing fields from April to September 2025.
- To discuss the letter from the Environment Agency regarding access over the South Delph, following the loss of the footbridge, last December.
- The request from Penfold Players to allow them to replace the front of stage and back curtains and to install rails for a new track for the back curtains.
- To amend the grant awarded to Washingborough Bowls Club, to purchase a lawn mower rather than the bowls pushers for the green.
- For Councillors to volunteer to help at the Macmillan Coffee Morning on September 27th.
- For Councillors to volunteer to help at the following winter coffee mornings – October 3rd, 17 & 31st. November 14th & 28th & December 12th.
- The situation regarding the cleaning and re-lining of the MUGA courts.
- An update from the Flooding Working Party regarding the Emergency Plan.
- Planning Matters.
- To ratify comments on the following applications returned under Clerks delegated powers:
- 24/0828/HOUS: 47 Fen Road – Erection of two storey front and side extensions and single storey rear extensions with balcony to first floor. Council had no comment to make on this application.
- 24/0851/TPO: 10 Church Hill – Work to trees subject to tree preservation order. Council had no comment to make on this application.
- 24/0825/PNH: 38c Lincoln Road – Single storey rear extension 4.0m in length from the original wall, eaves height of 2.6m and maximum height of 3.8m. Council had no comment to make on this application.
- 24/0882/TPO: 18 Eve Gardens – Work to trees subject to tree preservation order. Council had no comment to make on this application.
- 24/0818/FUL: Postmasters Cottage, 5 High Street – Erection of garden office. Council had no comment to make on this application.
- 24/0916/HOUS: 26 Fen Road – Demolish existing extension and erection of rear extension, two storey front garage extension with dormer and new roof (loft conversion) with dormer and roof lights.
- 24/0951/TPO: West Lodge, 14 Manor Road – Sycamore – fell.
- To note the decisions from NKDC, on the following applications received:
- 24/0510/VARCON: 7 School Lane - Application to vary condition 4 (approved construction details) of planning permission 23/1128/HOUS – Demolition and replacement of existing garage & boundary walling and amended vehicular access – original proposal which condition relates to is not an accurate representation of what is possible to build on site due to levels. Approved.
- 24/0607/ HOUS: 19 Park Crescent - Raising of the roof to facilitate creation of first floor (including attached garage) with dormer windows to front & rear, two storey front extension & single storey rear extension (inc. demolition of conservatory), all with render finish and feature oak cladding & widening of existing drop kerb access. Approved.
- 24/0746/HOUS: 12 Church Hill – Erection of single storey extension to entrance lobby and part removal of boundary wall. Approved.
- 24/0778/HOUS: Claytops, Washingborough Road – proposed flat roof single storey side extension. Approved.
7. Financial Matters.
- To ratify the payment schedule of August 2024.
- To resolve the payment schedule for September 2024 and note the salaries payments. (to follow)
- To receive the accounts and budgets for August 2024. (to follow)
- To note the Unity Trust Bank statements for July and August 2024.
- To resolve the purchase of bark chippings at approximately £95 per bag (inc VAT), for the Double Mega Deck area in the play park.
- To resolve the purchase of Grasscrete squares for areas of the play park and exercise equipment.
- To discuss and resolve the quotes for emergency lighting remedials in the Community Centre and Pavilion.
- To resolve the quote for work to the following
- Black Poplar (leaning) bottom of playing fields (weight to be removed from the leaning side and reduce height to balance tree £750 + VAT.
- Black Poplar overhanging B1190 (heavy pollard – traffic management and cherry picker required for this work) £1950 + VAT.
- Poplar x 7, Ash & Cherry trees, to pollard and crown raise (approx. 4 days’ work) at £1280 + VAT per day.
- To discuss and resolve to allow Selmec to work with Freedom Fire and Security to resolve the problem with the fire alarm in the Pavilion.
8. To resolve moving into Closed Session (Public Bodies Admission to Meetings Act 1960).
