a. Public Forum
b. Reports from LCC and NKDC Councillors
1. In accordance with the Localism Act 2011, to receive:
a. Apologies and reason for absence.
b. Declarations of interest.
c. Applications for dispensation.
2. Draft notes of the Parish Council meeting held on Wednesday 18th September 2024 to be approved as the minutes.
3. To discuss matters raised at Public Forum (any items raised that need resolution will become an agenda item for the next Full Council meeting).
4. Clerks Report (for information only).
a. To note the email from LALC informing us of the sudden passing of Pete Langford. The clerking team have passed our condolences to Mrs Langford via the LALC team.
b. To thank those that supported the Macmillan coffee morning. The event was well attended and we raised £268.72.
c. To note the email from PCSO Sarah Lingard informing us that she has returned to North Hykeham and will be covering Washingborough, the Cliff Villages and Metheringham beats.
d. To note that the annual playground inspection is due to take place on Monday 21st October.
e. To note that the remedial works to the emergency lighting has now been carried out.
f. To note that the Christmas tree has been ordered and will be in place and lit on the 22nd November.
g. Update on the South Delph (bridge) following a meeting with the LCC Footpaths Officer.
h. To note the external auditors report on the 2023/24 Annual Governance and Accountability Return.
5. To receive the draft notes, from the Finance and General Purpose’s Committee meeting held on Wednesday 9th October and to resolve the following recommendations:
a. Movement of monies between Councils bank accounts.
b. Community Centre hire charges for 2025/26.
c. Tariffs for the use of all sporting facilities for 2025/26.
d. Projects for 2025/26.
e. Christmas and New Year closure dates.
6. To discuss and resolve the following items:
a. To advise that the Remembrance Day service at St. Johns Church is being held on Sunday 10th November at 10.45am and the wreath laying service at the Village Cross on Monday 11th November at 10.45am. The attendance of Councillors would be appreciated.
b. The offer from the Witham Valley Access Project to give a presentation at the Annual Parish meeting on the 5th March 2025.
c. The North Kesteven consultation on the Washingborough Conservation area appraisal and management plan.
d. An update from the Flooding working party, on the Emergency Plan.
7. Planning Matters.
a. To resolve any comments on the following applications received.
i. 24/1071/PNH 15 The Fields. Single storey rear extension 4.5m in length from the original wall, eaves height of 2.1m and maximum height of 3.2m.
ii. 24/1127/TPO Pitwood House, Park Lane. T427 Fraxinus excelsior (Ash) Remove minor deadwood. T428 Fraxinus excelsior (Ash) Remove minor deadwood. T429 Fraxinus excelsior (Ash) Recommended to remove stem with limb failure and retain a 1 metre stump and remove minor deadwood. T430 Fraxinus excelsior (Ash) Remove minor deadwood. T431 Fraxinus excelsior (Ash) Remove stems and retain coppice stool. T432 Unknown (Unknown) Dead failed tree hung up over woodland pathway. Remove. T433 Fraxinus excelsior (Ash) Remove major deadwood T434 Unknown (Unknown) Remove stems and retain coppice stool.
b. To ratify comments on the following applications returned under Clerks delegated powers: None.
c. To note the decisions from NKDC, on the following applications received:
i. 24/0818/FUL Postmasters Cottage, 5 High Street. Erection of a garden office. Approved.
ii. 24/0916/HOUS 26 Fen Road. Demolish existing extension and erection of rear extension, two storey front garage extension with dormer, and new roof (loft conversion) with dormer and roof lights. Approved.
8. Financial Matters.
a. To resolve the payment schedule for October 2024 and note the salaries payments. (to follow)
b. To receive the accounts and budgets for September 2024.
c. To note the Unity Trust Bank statements for September 2024.
d. To consider the quotation of £514.46 from Chantry Agricultural Engineers to service the tractor.
e. To consider the quotations for the change to LED floodlighting for the MUGA and training area on the playing fields. (quotes to follow)
9. To resolve to moving into Closed Session (Public Bodies Admission to Meetings Act 1960).
