Minutes of the Parish Council Meeting held on Wednesday 20 July 2022 at 2pm.

  1. Localism Act 2011 requirements
    1. Apologies were received and reasons resolved from Cllrs Clark & Fothergill and Cllr Carrington (NKDC)
    2. Declarations of Interest received – Cllr Bland regarding item 35c
    3. Applications for Dispensation - None
  2. Draft notes of the Parish Council meeting held on the 15 June 2022 were proposed, seconded and approved for signature as the minutes.
  1. To Discuss matters raised at public forum – none
  1. Clerks Report:
    1. It was advised that the previously requested dog bin on the section of the A15 by-pass, within Washingborough cannot be installed due to the inspection showing there is no safe parking for a vehicle to allow collection of the waste.
    2. Training for the Chairman, Clerk and Assistant Clerk has been booked for 28 September.
    3. The Code of Conduct 2022 was handed out to and signed for by Councillors who were present.
  1. Notes of the Finance and General Purposes Meeting were reviewed with no comments.
  1. The following items were resolved as stated:
  1. LCC Mineral and Waste Local Plan – it was proposed, seconded and resolved not to return any comments regarding this document.
  2. Residents’ complaint regarding Fen Road – it was advised that the work to repair Fen Lane is still to go ahead but no date has been given.  It was proposed, seconded and resolved to ask LCC Highways to allow the siting of the speed indicator as requested. 
  3. Update of Bowls Club Service Agreement – a further meeting had been held and an addendum sent to the Club with some updates for reference, which they will take to their committee.
  4. Clearing and redecoration of the Youth Room – it was proposed, seconded and resolved for the Clerk and Assistant Clerk to sort items which could be sold, dispose of any items that are redundant and for the Caretaker to paint the room once it is cleared.
  5. Bank Signatories – it was proposed, seconded and resolved to add the Cllrs Kent, Whipp and Peck to the signatories list, where possible for the Councils’ bank accounts.
  6. Updates from Working Parties:
    1. Play Park Upgrade – this is nearing completion with a safety inspection due shortly.
    2. Review & Production of Policies – the following policies were proposed, seconded and resolved:
      • Filming & Recording
      • Recruitment & Selection
      • Whistle Blowing (remove reference to ‘dignity at work’, as no policy for this is currently in place)
      • Equal Opportunities

  1. The payment schedule July was proposed, seconded and resolved and the salaries payments noted.
  2. The accounts and budgets for June were noted, with no queries raised.
  3. The Unity Trust Bank balance of account as at June 2022 was noted.

    1. LCC Highways: the temporary traffic regulation order for the B1190 between Church Hill and High Street was noted
  1. Under the Public Bodies (Admission to Meetings) Act 1960, it was proposed, seconded and resolved to move into closed session for the following item(s).

     Cllr Harrington left the meeting.

  1. Community Centre Bookings – it was proposed, seconded and resolved to update the bookings form with the following:
    1. remove the free ‘set up and clear away’ times,
    2. insert conditions that only rooms booked can be used & where a non-booked room is used, charges will be levied,
    3. respect must be shown by all users to other users at all times.

There being no other business the meeting closed at 3.50 pm.

Covid

Covid cases have begun to rise over the last month. Whilst rules regarding masks and social distancing have been relaxed, people are advised to be cautious.

Data as at date shown:

  • England 237 positive tests per 100,000 (28 Jun)
  • Heighington area 217 (1 Jul)
  • Washingborough & Canwick area 362 (1 Jul)
  • 93% of adult population (12 and over) have had 1st dose
  • 87% have had 2nd dose
  • 69% have had the Booster or additional jabs.
Community Champion Awards

Nominations for the Community Champion Awards are now open until 9 Sep 22. There is a wide range of 11 categories in which individuals, groups and businesses who have made positive differences to life locally can be acknowledged.  A News Release is available on the NKDC website and nominations can be made at www.nkawards.org

New Planning Committee

Code of Conduct Workshops

Council has adopted the LGA Model Code of Conduct and three online workshops are available for parish clerks/councillors on 19 Jul, 4 Aug and 5 Sep. The Monitoring Officer will deliver the workshops and places are restricted.

Annual Canvass

The Annual Canvass, which ensures the accuracy of registered residents will be taking place over the next 2 months. Residents are requested to respond to the associated communication at the earliest opportunity.

Sustainable Farming Incentive (SFI)

The Sustainable Farming Incentive is now open to farmers who currently receive the Basic Payment Scheme. The SFI is a new scheme under the Agricultural Transition Plan which will allow long-term food security by investing in healthy soil, water and biodiverse ecosystems.
