Minutes of the Parish Council Meeting

held on Wednesday 19th April 2023 at 2pm.

  3. Report from NKDC – A verbal report was given regarding the 2023 Local Plan for Central Lincolnshire.
  1. Localism Act 2011 requirements
    1. Apologies were received and accepted from Cllr Fothergill and Cllr Peck
    2. Declarations of Interest received – Cllr Bland regarding Item 105b.
    3. Applications for Dispensation – None
  1. Draft notes of the Parish Council meeting held on the 15th March 2023 were proposed, seconded and approved for signature as the minutes.
  1. To Discuss matters raised at public forum – none.
  1. Clerks Report:
    1. To advise of the cuts by Lincolnshire Police of the local PCSO’s.
    2. To advise of the Notice of Uncontested Election for Parish Councillors for Washingborough
  1. To receive the notes from the Finance & General Purposes Committee Meeting of 17th April 2023 and resolve recommendations
    1. It was proposed, seconded and resolved to accept the updated earmarked reserves and accept the updated grants policy and application forms.
    2. It was proposed, seconded and resolved to accept the updated Grants and Donations Policy and the respective Application forms.
  1. The following items were resolved as stated:
    1. The letter from Washingborough Bowling Club regarding grass cuttings and Service Level Agreement between the Council and themselves. Following a discussion, it was proposed, seconded and resolved to arrange a meeting between the Bowls Club and the Parish Council to discuss concerns and find a solution for the disposal of grass cuttings. Councillor Mrs Aspinall and Councillor Clark agreed to attend the meeting on behalf of the Council.
    2. The request from Washingborough Imps Netball Club for advice on the cleaning and condition of the MUGA courts. Following a discussion, it was proposed, seconded and resolved that the Council would not clean the courts this year and resurfacing would need to be budgeted for.  It was resolved that if the club requires the courts to be cleaned, it will be at full cost to the Netball Club but the contractor for the work will be selected by and under the remit of the Parish Council.

    4. It was proposed, seconded and resolved to continue payments by Direct Debit and BAC’s for 2023/24.

  1. Under the Public Bodies (Admission to Meetings) Act 1960, it was proposed, seconded and resolved to move into closed session for the following item(s).
  1. Staffing Matters.
    1. It was advised that a member of staff had returned to work on reduced hours. Normal hours will resume on 20th April 2023.
There being no other business the meeting closed at 4.05 pm.

County Councillors Report

I want to update members on the site meeting I had with Highways officers earlier this month. We discussed the junction of Pitts Road and Heighington Road where it was confirmed that the junction will be remodelled to ensure greater visibility as vehicles approach from Washingborough. The planning for this will take around 12 months. However, it was also confirmed that the replacement Giveway sign on Sheepwash should be installed imminently (if not already).

We also met onsite to discuss the matter on School Lane arising from HGVs and passenger transport busses mounting the pavement in order to avoid parked cars. The portfolio holder for Highways agreed with the complainant, who first raised the matter, that the issue should be resolved with the painting of double yellow lines on the outside of the bend close to the junction of School Lane and High Meadow. This process should also take around 12 months to resolve.

Finally, we briefly discussed the matter of tarmac over concrete roads and footpaths; I was informed that a schedule is being put together that will address this, however, due to the shear number of roads and footpaths affected, this will take years to execute. But it’s a start! More of this in the coming months.
