Washingborough Parish Council
Minutes of the Parish Council Meeting held on Wednesday 12 October 2022 at 2pm.

In Attendance: Miss K Broddle (Parish Clerk) and Mrs E Salter (Assistant Clerk).
Also Present: Cllr Tinsley (NKDC), Cllr Cawrey (LCC) and four residents.
As this was the first meeting of the Parish Council since the passing of HM Queen Elizabeth II a one-minute silence was requested and observed by all present.

- a resident read a statement regarding a booking in the Community Centre (see item 43a),
- another resident had questions regarding work to a tree and the Concessionary Fare Scheme (see item 43b).

41. Localism Act 2011 requirements
- Apologies were received and resolved from Cllrs Harrington and Mrs Whipp. Apologies were also received from Cllr Goodwin & Carrington (NKDC)
- Declarations of Interest received – Cllr Mrs Bland on item 46b.
- Applications for Dispensation - none
- It was proposed, seconded and resolved to Co-opt Mrs Gibbons to the Council.
42. Draft notes of the Parish Council meeting held on the 20 July 2022 were proposed, seconded and approved for signature as the minutes.
43. To Discuss matters raised at public forum:
- the Council noted the statement regarding the Community Centre booking and will make no further comment.
- The resident querying a tree and Concessionary Fare scheme was advised of the appropriate authorities.
44. Clerks Report:
- The work to new sewer pipes crossing Council land will not be started before 2024.
- The annual Portable Appliance testing and Emergency Lighting testing had been carried out, with remedial action required. The EICR3655 (Electrical Installation Condition Report) has been carried out with remedial action required.
- LCC have advised that the requests for the Speed Indicator sign to be sited on Main Road would not be of use as the parked cars act as natural traffic calming and on lamp post 80 on Fen Road is too close to the official 40mph speed limit sign and that the already authorised lamp post 77 is sufficient.
- It was advised that planning application 22/0362 (erection of a new food store – Lincoln Road/Fetty Lane) is being discussed at NKDC Planning Committee on 18 October 2022.
- It was advised that the Central Lincolnshire Local Plan is in the ‘Examination’ stage with the Secretary of State.
- The Annual Governance Accountability Return 2021/22 has been sign off by the External Auditors.
45. To receive the notes from the Finance and General Purposes Committee meeting 10 October 2022
- It was proposed, seconded and resolved that the contractor for the CCTV and Intruder Alarm will go to Safe and Sound Security Systems Ltd.
- It was proposed, seconded and resolved that the contractor for the replacement windows in the Small Hall will be JKBS Ltd. It was further resolved to ask JKBS Ltd for a quote to install new toughened glass windows in the Civic Office and to have the metal shutters removed. It was also resolved to have solid fire doors in the main hall when these are replaced and to have all window dressings as vertical blinds that are child friendly and fireproof as and when the associated windows are replaced.
- The tariffs for the use of Sporting Facilities 2023/24 were proposed, seconded and resolved as follows:
- Washingborough Bowls Club - £455.80p,
- Washingborough Tennis Club - £943.03pa,
- Junior football Pitch - £12 per pitch per month,
- Senior football Pitch - £14 per pitch per month,
- Training area (including floodlights) - £16 per month,
- Floodlights only - £10 per month,
- Pavilion (any area) - £8 per month,
- Small Field - £34 per month,
- Large Field - £40 per month.
- The hire charges for the Community Centre were proposed, seconded and resolved as follows:
- Entire Building, whole day - £380,
- Main Hall £21 per hour,
- Small Hall - £15 per hour,
- Bar Lounge - £13 per hour.
A condition to review all charges (within items c. and d.) during the year, due to the increasing cost of living, was resolved.
- The following projects for 2023/24 were proposed, seconded and resolved: Continuation of replacing the windows in the Community Centre and an upgrade to the IT system in the Civic Office.
- The Christmas/New Year closure dates were proposed, seconded and resolved as: closed from 21 December 2022 and re-open 4 January 2023.
46. The following items were resolved as stated:
- Update to Staffing Panel Terms of Reference - it was proposed, seconded and resolved to update the Staffing Panel Terms of Reference to include authorisation of the Clerks annual leave.
- Updates to the Service Agreement between the Parish Council and Washingborough Bowling Club - the updated addendum to the Washingborough Bowling Club Service Agreement was proposed, seconded and resolved.
- Ferry Lane Noticeboard - it was proposed, seconded and resolved to remove the damaged noticeboard and, where possible the fixing concrete on the corner of Ferry Lane and to review at a later date any further proposal for this area.
- LALC Training – a request for New Councillors Training session for Mrs Gibbons was proposed, seconded and resolved for the 29th November.
- Donations for Replacement Benches on the Playing Fields – it was proposed, seconded and resolved to place an article in Sheepwash Times, Councils’ FB page and website to see if there is any interest from residents or businesses to make a donation towards benches.
- Changes to RAF Waddington use of Air Space Consultation – it was proposed, seconded and resolved not to comment on this consultation.
- Updates from Working Parties:
- Play Park Upgrade – an amount of remedial and replacement work is currently ongoing but is due to be completed shortly. Payment of £68,000 has been made to Kompan and the grant allocation has been paid directly to them from FCC. Once the work is finalised the remainder will be paid.

48. Financial Matters
- The payment schedule for October and note the salaries was proposed, seconded and resolved and salaries noted (see below).
- The payment schedules for August and September were ratified (see below).
- The accounts and budgets for the second quarter were noted, with no comments raised.
- The Unity Trust Bank statements for July, August and September 2022 were noted with no comments.
- The quote of 1st September, for known remedial work following the EICR3655 of £2795 net was proposed, seconded and resolved.
- The quote for remedial work to emergency lighting of £810 net, was proposed, seconded and resolved.
- It was proposed, seconded and resolved to add the Assistant Clerk to the Unity Trust bank account as a user.
49. Items for Information
- The NKDC Tree Officer: notification of the removal of two trees on Leicester Close – noted
- Anglian Water: new reservoirs in the Fens and Lincolnshire – noted.
50. Under the Public Bodies (Admission to Meetings) Act 1960, it was proposed, seconded and resolved to move into closed session for the following item(s).
51. Additional Information from the PCC regarding recent grant applications – information had been received and it was proposed, seconded and resolved to discuss this with the internal auditor for clarification.
- There being no other business the meeting closed at 4pm.

Covid cases have dropped dramatically since the last report as shown below.
Data as at date shown:
- England 53 (26 Aug) positive tests per 100,000 compared to 237 (28 Jun)
- Heighington area 68 (26 Aug) compared to 217 (1 Jul)
- Washingborough & Canwick area 43 (26 Aug) compared to 362 (15 Jul)
From Wed 7 Sep 22, invitations will be sent to over 75s and those who are immunosuppressed to have their autumn booster. Health and care workers will also be included in this rollout.
StreetSafe
The Home Office has released an online reporting tool to support the Government's strategy to tackle violence against women and girls. Reports can be made anonymously flagging up issues such as poor street lighting, abandoned buildings, poorly designed spaces or vandalism which might make people feel unsafe. Information can be found on the Lincolnshire Police website at https://www.lincs.police.uk/notices/street-safe/street-safe/ .
Home Energy Upgrade Scheme
Residents whose homes are EPC rated E or lower and are on a household income after tax of up to £30K can apply to the Home Energy Upgrade Scheme to get homes better insulated and other energy-saving and green improvements free of charge. Information can be found at https://www.n-kesteven.gov.uk/residents/sustainability-what-can-you-do/home-energy-upgrade-scheme/ .
Cost-of-Living Assistance
Around 6 million disabled people will receive a one-off cost-of-living payment in the 2 weeks commencing 20 Sep. The scheme is being managed by DWP and not NKDC.
Other payments to assist with cost-of-living include staged assistance totalling £400 for all households to help with energy bills and an extra £150 for properties in Council Tax bands A-D.
This report is being written prior to any potential announcement on cost-of-living assistance by the new Prime Minister.

The autumn rollout of Covid booster jabs and Flu jabs is now underway.
Annual Household Canvas
All households in NK have now received communication regarding changes to occupancy to inform Electoral Services. Those who have yet to respond will receive either a phone call or a physical call from an appointed NK Electoral Services Canvasser, throughout Oct/Nov, to encourage completion of the relevant information. Canvassers will always carry official ID. It should be noted that Ukrainian citizens are not eligible to vote and should not be included on canvass forms.
Central Lincolnshire Local Plan (CLLP) - Progress
The CLLP contains planning policies that are intended to be applied in Central Lincolnshire and is used to make decisions on planning applications. It contains site allocations to meet the growth needs to 2040.
The new CLLP has been submitted for examination. On 3 Oct, the Local Plan Inspectors issued their Matters, Issues and Questions which form the questions to which they require answers and which will frame the examination hearing sessions.

Breastfeeding-Friendly Project
The Council has commenced a Breastfeeding-Friendly project which aims to make parents feel welcome, safe and protected whilst feeding their baby. The project aims to break down the barriers surrounding public breastfeeding and a sticker is available to businesses and venues who wish to support this initiative.
