Minutes of the Parish Council Meeting held on Wednesday 16 November 2022 at 2pm.

In Attendance: Miss K Broddle (Parish Clerk).

Also Present: ClIr Tinsley (NKDC), ClIr Cawrey (LCC) and one resident.

  1. Public Forum — a resident of School Lane is requesting the Parish Council to give their support through LCC ClIr Cawrey, for LCC Highways to look into School Lane not accepting buses and coaches due to the inadequate width of this road.

51. Localism Act 2011 requirements
  1. Apologies were received and resolved from ClIrs Mrs R Whipp and R Clark. Apologies were also received from ClIr Goodwin (NKDC).
  2. Declarations of Interest received — none
  3. Applications for Dispensation - none
52. Draft notes of the Parish Council meeting held on the 12 October 2022 were proposed, seconded and approved for signature as the minutes.
53. To Discuss matters raised at public forum: the Council are aware of the problems on School Lane and an agenda item on the request will be included for the December FPC.
54. Clerks Report:
  1. The Clerk advised that following the annual play equipment inspection, no equipment is faulty or in need of any repair work and all pieces have been awarded a 'low' or 'very low' risk rating.
55. The following items were resolved as stated:
  1. NALC and SLCC Civility and Respect Pledge - it was proposed, seconded and resolved for the Council to sign up for this pledge and, in doing so accepting the new Dignity at Work policy.
  2. Lincolnshire Police Priority Setting Meeting — it was proposed, seconded and resolved to put forward the following as priorities for this meeting; to increase working to minimalise the distribution and use of illegal drugs, to look at ways to reduce vandalism and to increase the number of night patrols in villages.
  3. Scarecrow/Flowerpot Festival 2023 — it was proposed, seconded and resolved to hold another festival and to ask our neighbour Parish Council if they wish to join with us.
  4. Annual Parish Meeting — it was proposed, seconded and resolved to hold this meeting on 8th March 2023 and to have a speaker covering the village history. Cllr Cawrey very kindly offered to help source a speaker.
  5. Procurement for Electricity from ESPO for 2024 to 2028 — it was proposed, seconded and resolved to remain within the ESPO procurement framework for this period.
  6. Warm Rooms Scheme — it was proposed, seconded and resolved for the Clerk to research the setting up of a warm room and to liaise with other groups in the village who may be running, or planning to do the same.
  7. Updates from Working Parties:
    1. Play Park Upgrade — this is still ongoing, with a replacement cone twister to be installed. There has been some damage to the large multi play piece of equipment and a perspex panel will need replacing —this will be at cost to the Council.

57. Financial Matters
  1. The payment schedule for November was proposed, seconded and resolved and salaries including the contractual increase were noted.
  2. The accounts and budgets for October were noted, with no comments raised.
  3. The Unity Trust Bank statement for October 2022 was noted with no comments.
  4. The increase in the cost for the 2023 renewal of the Scribe accounting was proposed, seconded and resolved.
  5. The quote for the replacement windows for the office, from JKBS Ltd was proposed, seconded and resolved.
58. Items for Information
  1. NKDC: information on Neighbourhood Planning — noted.

59. Under the Public Bodies (Admission to Meetings) Act 1960, it was proposed, seconded and resolved to move into closed session for the following item(s).

60. Staffing Panel
  1. It was advised that the Clerks appraisal had taken place, with no queries raised.
  2. It was proposed, seconded and resolved that, following the completion of the Assistant Clerks' probation period, that the appointment be made permanent.
  • There being no other business the meeting closed at 3.45pm.

Data as at date shown:

  • England 54 (5 Nov) positive tests per 100,000 compared to 90 (Oct)

  • Washingborough & Canwick area 90 (5 Nov) compared to 145 (Oct)

The autumn rollout of Covid booster jabs and Flu jabs is now underway.

Warm Space Registration

A register of warm spaces is being developed at warmweather.uk. Warm spaces are being set up by various organisations to assist those attempting to find respite from cold weather, struggling to heat their own homes or seeking company during the ongoing cost of living challenge. Resources will be made available to those warm spaces which register.

NK Community Champions

Several members of our community are finalists in this year’s Community Champions awards. They are;

  • Peter Dryburgh (Heighington) in the Contribution to a Better Environment category for litter picking, improving the village environment and enhancing habitats for wildlife.
  • Brian Davies (Washingborough) in the Longstanding Contribution to a Group or Organisation category for extensive commitment to veterans through SSAFA and its client group.
  • Robert and Gillian How (Heighington) in the Good Neighbour category for thoughtful acts in cheering up the community.

A celebration event will take place on 16 Nov at the Hub in Sleaford to acknowledge the finalists.

Policing in Lincolnshire

The Police and Crime Commissioner is inviting residents to participate in an online survey about how the county should be policed. The survey is at habit5research.questionpro.com.

Voter ID – May 2023 elections

The requirement to bring acceptable photographic ID to vote has now been laid in legislation. Those without appropriate ID will be able to apply for a free Voter Authority Certificate. A voter awareness campaign will be undertaken at National and Local level over the next months.

Central Lincolnshire Local Plan (CLLP) - Progress

The CLLP contains planning policies that are intended to be applied in Central Lincolnshire and is used to make decisions on planning applications. It contains site allocations to meet the growth needs to 2040.

The new CLLP has been submitted for examination. On 3 Oct, the Local Plan Inspectors issued their Matters, Issues and Questions which form the questions to which they require answers and which will frame the examination hearing sessions. The examination will commence on 15 Nov.
