43. APOLOGIES, DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION
  1. APOLOGIES – were received and accepted from Cllrs Mrs Y Pierce, R Clark, C Goodwin (NKDC) and L Cawrey (LCC).
  2. DECLARATIONS OF INTEREST – none received
  3. APPLICATIONS FOR DISPENSATION – none received
44. NOTES OF THE PREVIOUS MEETING held on the 18th July 2019 were agreed and signed as the minutes.
45. CLERKS REPORT
  1. Church Hill Speed reduction – LCC Highways are investigating and will contact the Council in due course.
  2. Washingborough Station Platform – not owned by Old Station House, or the Environmental Agency, an enquiry has been registered with Sustrans; the alternative is to go to Land Registry and search on-line, a fee of £3 is payable for this and there is no guarantee that the information will be found – it was agreed to follow this last line of enquiry.
46. PUBLIC FORUM & DISTRICT AND COUNTY COUNCILLOR REPORTS
  1. NKDC –
    1. an article of what can and can’t go in the recycle bins will feature regularly in NKnews shortly; in Autumn the NK Waste Partnership will be trialing a new way of collecting paper & cardboard;
    2. following an attack on a homeless person in Sleaford, Council have been advised that NK have a lot of services regarding homelessness and if we are aware of someone at risk or homeless to let them know; NK is still one of the safest areas to live in, recently two people have been prosecuted for repeated anti-social behaviour;
    3. the A15 will close for 14 weekends between September and Christmas for work to the LEB;
    4. finalists for the NK Community Champions have been announced and Cllr Mrs Bland has been nominated for the category of Community Spirit, the award ceremony will take place on October 9th.

47. REPORTS
  1. COMMUNITY CENTRE:
    1. Proposal for a working party to meet with Penfold Players to discuss help with their summer and pantomime costs, via a Council grant was agreed and the working party are Cllrs Clark, Peck and Mrs Aspinall.
  2. HIGHWAYS: nothing to report
  3. SOCIAL MEDIA: Posting on the website and face book during the last month include:
    1. Agendas & minutes;
    2. the climbing wall being at the playing fields,
    3. Macmillan coffee morning in the Community Centre,
    4. action fraud, from the police, and
    5. the National Ploughing Championships being held in Nocton.
    6. Posts have reached 4200 and FB has 350 followers
  4. POLICE REPORT: The report for August was noted
  5. TWINNING ASSOCIATION: nothing further to report
  6. PLAYING FIELDS & SPORTING FACILITIES:
    1. Pruning of trees next to Bowling Green – the tree contractor will be asked to look at and advise Council accordingly
  7. Events Working Party
    1. Macmillan Coffee Morning – all users of the Community Centre have been notified, with some responses received; Councillors are being asked to contribute items and to let the clerk know what these will be. The coffee morning is on the 27th September form 10am - 12 noon, in the Community Centre bar and Small Hall.
    2. Christmas Event – waiting for a response from Bassingham Choir as to whether or not they are able to attend.
    3. VE Day Celebrations - a VE day picnic has been suggested and a date has been set for 17th May and Waddington Military Wives Choir are to be approached to see if they are interested in singing, but further work is required for this event
48. PLANNING MATTERS
  1. APPLICATIONS RECEIVED:
    1. 19/0879/FUL & 19/0881/VARCON: Cliff Farm, Cliff Lane – retrospective application and to vary a condition 
      1. Washingborough Parish Council do not wish to comment on this application
    2. 19/0939/HOUS: 8 Raynton Close – 1st floor extension,
      1. a proposal regarding a comment against rendering of the extension was proposed but not seconded a further proposal of Washingborough Parish Council do not wish to comment on this application was resolved with 1 abstention  
  2. DECISIONS:
    1. Approved: 19/0731/FUL – 3 The Precinct
49. THE FOLLOWING ITEMS WERE DISCUSSED AND RESOLVED
  1. NKDC Electoral Review – the review is currently under way and Council will be informed of the decision in due course
  2. Invite from CAB re:80 years of service – Cllr Peck is to attend on behalf of Council
  3. Request to use Playing Fields by Marks Transport - the request was agreed
50. FINANCIAL MATTERS - The following were resolved:
  1. The schedule of payments (see below)
  2. The Unity Trust Bank balance was reported as £87,864.34 at the end of July 2019.
  3. The accounts for July were noted.
  4. Notified work to the emergency lighting in the Community Centre and Pavilion
51. CORRESPONDENCE

    3. British National Ploughing Championships was noted
Under the Public Bodies (Admission to Meetings) Act 1960 Councillors resolved to move into closed session for the following items

  • The schedule of payments was approved.

  1. The following documents were approved with some slight alterations:

  2. The Recruitment & Selection Policy was deferred to the September meeting of Council

There being no further business the meeting closed at 8.45pm.
