65. APOLOGIES, DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION

66. NOTES OF THE PREVIOUS MEETING held on the 19th September 2019 were agreed and signed as minutes.
66. UPDATE OF FOOTPATH/CYCLE PATH ON B1190
  • Phillip Watt (LCC) Explained S.U.E. Sustainable Urban Environment, which the aim is to encourage people to abandon their cars to either cycle or walk to places. Questions were put to him concerning the Councils request for a Footpath/Cycle path on the B1190 starting from the Railway Bridge up to the Crematorium. LCC have a Forward Plan which will add the request from the Parish Council, but they may not do the full specified route.
67. CLERKS REPORT
  1. NKDC – The notification that they will no longer fund the Local Access point
  2. Remembrance Service confirmation from Road Closure received
  3. Washingborough Station Sign correspondence sent to owner seeking permission, awaiting reply.
  4. Galliford Try – Confirmation of attendance at Annual Parish Meeting.
  5. Galliford Try – LEB Bypass update Meetings being held in December
  6. Out Door Games – It was agreed to dispose of any damaged games and if possible, relocate those not damaged.
  7. Chapel Park – Following the request from a resident as to leave an area of Chapel Park grass uncut, it was agreed for the Clerk and Cllrs Mrs Bland and Clark to visit and look for a suitable area.
  8. Meeting with Cllr R Davies LCC Highways – a number of questions were submitted (see attached appendix)
68. PUBLIC FORUM
DISTRICT AND COUNTY COUNCILLOR REPORTS
NKDC -
  1. Community Champions Award 2019 have been held where people working in their communities were honoured.
  2. Cllr Mrs Bland from Washingborough was awarded for her contributions over many years’ service for Washingborough.
  3. Spires and Steeples Challenge has taken place with 350 competitors participating.
  4. All Secondary Schools participated in Local Democracy Week.
  5. Climate Emergency, aiming to reducing their Carbon Footprint and Pollution.
  6. Election ID has been successfully trialed.
LCC –
  1. 7500 homes have received purple bins to recycle place clean paper and cardboard, 400 tons have already been collected.
  2. Two hundred-year celebrations of Queen Victoria and Albert is being held at the Usher Gallery, the first Christmas card will be displayed amongst other items.
69.  NOTES FROM COMMITTEES - FINANCE AND GENERAL PURPOSES COMMITTEE, 14th October 2019.
  1. The notes were circulated prior to the meeting and reported on by Cllr Mrs Simons.
  2. The following recommendations were resolved:
  3. Grant application budget for 2020/21 is started with £3000 and the remainder, if any be requested from the precept.
  4. Grants budget limit for 2020/21 is £5000.
  5. Christmas closure for the Community Centre to be from the 20th December 2019 and re-open 2nd January 2020.
  6. To continue with the youth Club for the financial year 2020/21.
70. REPORTS
  1. COMMUNITY CENTRE: - none
  2. HIGHWAYS: - none
  3. SOCIAL MEDIA: Report by Cllr Kent (18/10/19) includes - Invitation to Macmillan coffee Morning and the amount raised, Agendas & minutes.
  4. POLICE REPORT: report for October was noted.
  5. TWINNING ASSOCIATION: A mini Olympiad football tournament was held, a team from Orgerus, wearing an HBW kit cam second. The Twinning visit takes place from the 24th Oct.
  6. PLAYING FIELDS & SPORTING FACILITIES: None
  7. EVENTS WORKING PARTY
    1. Macmillan Coffee Morning – the coffee morning took place on the 27th September from 10am - 12 noon, in the Community Centre. The donations received amounted to £371 which proved to be a very successful morning.
    2. V.E Celebrations – An update will be given in November’s Parish Council Meeting

      • Washingborough Parish Council do not wish to comment on this application

      • Washingborough Parish Council do not wish to comments on the work within the application,

      • Washingborough Parish Council do not wish to make comments on this application.

72. THE FOLLOWING ITEMS WERE DISCUSSED AND RESOLVED
  1. Wicksteed – Inspection Report of Play equipment – the report was accepted and agreed.
  2. It was also agreed to make enquiries for the cost of a replacement slide in the Play area.
  3. Request for signage in Chapel Park - there was no Seconder for this proposal.
  4. It was agreed to write to LCC Highways to clarify the placement of the 30mph speed limit sign on Church Hill.
73. FINANCIAL MATTERS - The following were resolved:
  1. The schedule of payments (see below)
  2. The Unity Trust Bank balance was reported as £17,169.14 at the end of September2019.
  3. The accounts for September were noted.

( At 9.25pm Standing Order 1G- A meeting shall not exceed two hours was suspended to allow the continuation of the Meeting ).
Under the Public Bodies (Admission to Meetings) Act 1960 Councilors’ resolved to move into closed session for the following items:

  • The schedule of payments was approved.
76. STAFFING PANEL
  1. Review of the Grounds person recruitment process was agreed.
  2. Report on the appointment of Grounds person- Interviews held on 24/9/19 a verbal conditional offer was made to an applicant, due to the conditions not being met Council resolved to withdraw the verbal offer of employment.
There being no further business the meeting closed at 9.41pm.
