77. NOTES OF THE PREVIOUS MEETING held on the 17th October 2019 were agreed and signed as minutes.
78. CLERKS REPORT
  1. The Council have been chosen, along with Bomber Command for the Co-op Community Champions Award.
  2. The Youth Club will continue to operate during 2020/21.
  3. A quote of £7,108.04 to replace and install a play slide, along with a safety surface on the childrens play area has been received.
79. PUBLIC FORUM
DISTRICT AND COUNTY COUNCILLOR REPORTS
  • NKDC:
  1. Problems with the new layout of the Canwick Hill / Avenue junction;
  2. The recent severe weather causing local flooding;
  3. Household Survey 2019 has gone to all residents;
  4. Environmental Health team rated as the best in the Country;
  5. Nominated for two national housing awards;
  6. New NK Plan is being developed;
  7. Financial Plan for 2020/21 is being discussed;
  8. First five year review of Central Lincs Local Plan is underway;
  9. supporting International Day for Elimination of Violence Against Women on 25th November.

80. REPORTS
  1. COMMUNITY CENTRE:
    1. It was agreed to write to Penfold Players reminding them of point 12 (refuse sacks) of the Agreement with the Parish Council and also to advise that no posters are to be place on walls or doors which could damage paintwork.
    2. Bar Area - it was agreed for the working party, set up in March 2019 to meet and discuss their agreed remit (Options for the Bar)
  2. HIGHWAYS: - none
  3. SOCIAL MEDIA: Postings on the website and Facebook during the last month include:
    1. Agendas & minutes;
    2. grounds person vacancy advert,
    3. Christmas bin collections dates;
    4. Emergency telephone number for flooding.
  4. POLICE REPORT: report for November was noted.
  5. TWINNING ASSOCIATION: the visit to Orgerus, by 23 people, took place over the weekend of 19th October and was a very successful visit. A provisional date for the return visit to Washingborough is 27th August 2020 which is also the 30th Anniversary of the Twinning.
  6. PLAYING FIELDS & SPORTING FACILITIES:
    1. It was agreed to increase the hire charge for the Sporting Clubs by 3% for 2020/21.
  7. EVENTS WORKING PARTY
    1. V.E Celebrations – further meetings are necessary to firm up the arrangements for the event on the 17th May 2020.
  8. FOUR PARISHES - The meeting was held on October 28th and the following were discussed:
    1. Lincoln Eastern Bypass;
    2. NKDC Collaboration with NHS;
    3. Branston Emergency Plan;
    4. Lincolnshire Rivers Trust;
    5. Branston Web Site.
81. PLANNING MATTERS
  1. APPLICATIONS RECEIVED:
    1. 19/01473/FUL: Land adjacent to 3 Main Road - erection of 2 No dwellings 
      • Washingborough Parish Council wish to make to following comment on this application "The frontage is not in keeping within the area."
    2. 19/1471/HOUS: 53 Pitts Road - Single storey rear extension and alterations to bay windows and materials to front principal elevation, including new front porch. 
      • Washingborough Parish Council do not wish to comment on this application,
    3. 19/1417/RESM: Land to rear of 13 Fen Road – Reserved matters application for erection of 1 No dwelling with access - following outline planning permission 19/0009/OUT 
      • Washingborough Parish Council do not wish to comment on this application.
    4. 19/1235/HOUS: Dial House 41 Main Road – relocation of garage (approved as part of application 18/0694/HOUS and increase size to include additional space and storage 
      • Washingborough Parish Council do not wish to comment on this application.
    5. 19/1443/HOUS: 25 Lincoln Road – Removal of existing garage, erection of side extension and raising of roof height with dormer windows to create additional accommodation within roof 
      • Washingborough Parish Council do not wish to comment on this application.
    6. 19/1549/TCA: 3 Oak Hill – T1 Conifer – fell
      • Washingborough Parish Council wish to make the following comment on this application "Council suggest a replacement tree be planted."
  2. b). DECISIONS: Approved:
    1. 19/1303/HOUS: – 36 Fen Road
    2. 19/1032/FUL: - Old Village Hall Manor Road
    3. 19/1426/HOUS: - 1 Wells Close
83. THE FOLLOWING ITEMS WERE DISCUSSED AND RESOLVED
  1. Wild Flower/Uncut in Chapel Park - the recommended area was agreed
  2. Church Hill proposed 30mph speed limit - it was agreed to comment on the proposal requesting the limit should extend to the junction of Heighington Road.
  3. Tree Survey and quote of Community Centre / playing field areas – this was agreed. It was also agreed to accept the offer of numbering the trees.
  4. The following recommendations were agreed:
    1. To transfer monies from the following budgets, to allow all the work to be completed – Insurance, Loan Repayment, Village Maintenance and Contingencies
    2. All work to be completed in the time scale
    3. To approach The Bowls club for a contribution for the tree works.
  5. Annual Parish Meeting - It was agreed to invite G S Jones & Sons Ltd., Construction Company developing Manor Fields and Environment Agency to attend.
  6. New Policies – the proposed policies were agreed with one amendment on Communication Policy, which is to be changed to Communication Guidelines
84. FINANCIAL MATTERS
  1. The following were resolved:
    1. The schedule of payments (see below)
    2. The Unity Trust Bank balance was reported as £97,824.84 at the end of November 2019.
    3. The accounts for October were noted.

(At 9.25pm Standing Order 1G- ‘A meeting shall not exceed two hours’ was suspended to allow the continuation of the Meeting).
Under the Public Bodies (Admission to Meetings) Act 1960 Councilors’ resolved to move into closed session for the following items:

  • The schedule of payments was approved.
87. STAFFING PANEL
  • Report on the appointment of Grounds person- Interviews held on 14/11/19 a verbal conditional offer was made to an applicant which is subject to the receipt of suitable references.
There being no further business the meeting closed at 10pm.
