88. APOLOGIES, DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION

89. NOTES OF THE PREVIOUS MEETING held on the 21st November 2019 were agreed and signed as the minutes.
90. CLERKS REPORT
  1. Washingborough Bowls Club agreed to contribute £150 towards the cost of the Tree work.
  2. Sustrans confirmed they own the Platform on the river bank.
91. PUBLIC FORUM
DISTRICT AND COUNTY COUNCILLOR REPORTS
  1. NKDC
    1. Flooding, LCC is the lead Authority but NK continues to play an active part in ensuring that Anglia Water Authority help with clean up.
    2. Church Hill speed limit Cllrs I Carrington and G Tinsley have made their comments to LCC.
    3. Severe Weather Emergency (SWEP) Annual provisions for those sleeping rough trigger by sustained cold weather. NK Team works with partner agencies ensuring homeless people have food and accommodation.
    4. A house Survey is currently out and the closing date is the end of January.

    1. V.E Celebrations – further meetings are necessary to firm up the arrangements for the event on the 17th May 2020.

  1. APPLICATIONS RECEIVED:
    1. 19/1630/FUL: 9 Harrow Close – Change of use to domestic garden (retrospective)
      1. Washingborough Parish Council do not wish to comment on this application

94. THE FOLLOWING ITEMS WERE DISCUSSED AND RESOLVED
  1. It was agreed to write to LCC Highways to ask for clarification on where precisely on Church Hill the 30mph speed sign will be sited.

95. FINANCIAL MATTERS
  1. The following were resolved:
    1. The schedule of payments (see below)
    2. The Unity Trust Bank balance was reported as £ 86,552.60 at the end of November 2019.
    3. The accounts for November were noted.

  1. For discussion:
    1. NKDC: Planning Applications paperwork from 1st April 2020 It was agreed to inform NK that the Parish office would be prepared to still offer the service where residents can view planning applications.

Under the Public Bodies (Admission to Meetings) Act 1960 Councilors’ resolved to move into closed session for the following items:

  • The schedule of payments was approved.

  • Report on the appointment of Grounds person – The newly appointed Grounds person commenced work on Tuesday 10th December

  1. Washingborough & Heighington Parochial Church Council - it was agreed to grant £750
  2. Penfold Players - it was agreed to grant £2300
