                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                                           Notes of the Parish Council Meeting held on Wednesday 11th December 2024 at 6.00pm in the Community Centre, 
Small Hall, Fen Road, Washingborough, Lincoln. LN4 1AB

In Attendance: Miss K Broddle (Clerk) and Mrs E Salter (Assistant Clerk).
 
Members of the Public: There were two members of the public present. 
 
The Chairman welcomed those present and informed members that this month is the 130th anniversary of      Washingborough Parish Council. 
 
a. Public Forum: None.
b. Reports from LCC and NKDC: No reports were received.
 
54. Localism Act 2011 requirements:
a. Apologies and reasons for absence were received and resolved from Cllrs Mrs J Aspinall. No apology was received from Cllr A Fraser.  Apologies were also received from District Councillors Carrington and Goodwin.
b. Declarations of interest: None.
c. Applications for dispensation: None.  
 
55. Draft notes of the Parish Council meeting held on Wednesday 20th November 2024 were proposed, seconded and 
      resolved for signing as the minutes.
 
56. Matters raised at Public Forum: None.
 
57. Clerks Report (for information only): 
a. The Christmas Tree is on the Village Green and has been very well received by the village, who have made favourable comments. 
 
58. To discuss and resolve the following items:
a. To consider holding a Christmas Craft Fair in November 2025 following the success of the one held in November 2024. It was proposed, seconded and resolved to hold the event again.
b. The continuation of the coffee mornings in the new year. It was proposed, seconded and resolved not to continue the coffee mornings due to poor attendance this year. 
c. To review the idea of the public meeting regarding the bridge over the South Delph. It was proposed seconded and resolved to rescind the decision from the last meeting and to seek permission from the IDB for the instalment of a replacement bridge before asking the public for their views.
d. The invite to the NSK Parish Council Engagement Session.  It was proposed, seconded and resolved for Cllr Peck to attend the session. 
e. Update from the flooding working party and to agree to seek volunteers for the Emergency Plan. Cllr Peck informed members that the training session that he attended provided by the Lincolnshire Resilience Forum was informative and asked the clerking team to check with the insurance company to make sure volunteers would be covered by the Parish Council insurance. It was proposed, seconded and resolved to seek volunteers for the plan via the Sheepwash Times and social media. Once the Emergency Plan is complete it will be held at the County Emergency Centre.  
 
        59. Planning Matters.
a. To resolve any comments on the following applications received:
i. 24/1321/HOUS: 60 Lincoln Road – Erection of single storey detached garage/outbuilding. No Comment.
ii. 24/1312/HOUS: 35 Fen Road – Demolish existing garage and erection of a single storey extension and remove bay window and extend to original garage building line (part retrospective). No Comment. 
iii. 24/1368/LDPRO: 47 Fen Road – Application for a Lawful Development Certificate – section 191 Town & Country Planning Act 1990 (as amended) No comment. 
 
b. To ratify comments returned under Clerks delegated powers: None.  
              
c. The decisions on the following applications were noted:
i. 24/1159/HOUS: 19 Malvern Avenue – Erection of a single storey side extension. Approved.
ii. 23/1267/FUL: Land adjacent to Fen Road – Proposed residential development for 118no dwellings, along with the construction of associated garages and various site works including the excavation of an attenuation pond. Notification received from NKDC that this application has been withdrawn. 
 
         60. Finance matters           
a. The payment schedule for December 2024 was proposed, seconded and resolved and the salaries were noted.
b. The accounts and budgets for November 2024 were noted.
c. The Unity Trust Bank statement for November 2024 was noted.
d. To resolve the additional quote from P Hudson for moss and weed control and algae treatment on the MUGA for £800.00. It was proposed, seconded and resolved to accept the quote.
