Washingborough Parish Council

 

 

Minutes of the Annual Meeting of the Parish Council held on Wednesday 15th May 2024 at 6.00pm in the Community Centre, Small Hall, Fen Road, Washingborough, Lincoln. LN4 1AB

In Attendance: Miss K Broddle (Clerk) and Mrs E Salter (Assistant Clerk).

Members of the Public: There was one member of the public present. 

 

a. Public Forum: None.

b. Reports from LCC and NKDC: None.

 

01. Election of a Chairman and the completion of the Declaration of Office. Cllr Mrs L Simons was elected as Chairman. The Declaration of Office was completed and signed.  Cllr Mrs L Simons took over the Chairing of the meeting and thanked Cllr Mrs R Whipp for facilitating items a, b and item 01.

 

02. Election of a Vice Chairman. Cllr G Peck was elected as Vice Chairman.

 

03. Appointment of the Finance & General Purposes Committee and the respective Chairman and Vice Chairman.

It was proposed, seconded and resolved to appoint:

Cllr Mrs L Simons, 

Cllr Mrs B Bland, 

Cllr Mrs L Hannam, 

Cllr Mrs A Nixon, 

Cllr Mrs W Skelton,

Cllr G Peck.

 It was agreed that the Chairman and Vice Chairman would be appointed at the first meeting which will be held   on 10th July 2024.

 

04. Appointment of the Staffing Panel and respective Chairman. It was proposed, seconded and resolved to appoint Cllr Mrs R Whipp (Chairman),

Cllr Mrs J Aspinall,

Cllr R Harrington

 

05. Confirmation of the representatives to the following outside bodies: Washingborough Garrett’s Charity and Lincolnshire Association of Local Councils.

It was proposed, seconded and resolved to appoint: Cllr Mrs J Aspinall and Cllr A Frazer to the Washingborough Garrett’s Charity. It was agreed to defer the nomination for LALC until the June meeting.

 

As a number of Councillors were absent from the meeting it was agreed that should a Councillor not wish to take up a position, this would be accepted.

06. Localism Act 2011 requirements:

a. Apologies and reasons for absence were received and resolved from Cllr Mrs J Aspinall, Cllr Mrs L Hannam, Cllr R Harrington and Cllr Mrs A Nixon. Apologies were also received from District Cllr Goodwin and County Cllr Cawrey. Members were reminded that a reason for absence must be given.  

b. Declarations of interest: None.

c. Applications for dispensation: None.  

07. Draft notes of the Parish Council meeting held on 17th April 2024 were proposed, seconded and resolved for 

signing as the minutes.

 

08. Matters raised at Public Forum: None.

09. Clerks Report (for information only): 

a. The Public Notice for the proposed 40mph speed limit on the B1190/Five Mile Lane, which will be advertised in the local newspaper on the 16th May, was noted.

b. The NGED Transformer upgrade works, ongoing through May were noted.

 

10. To sign off the Annual Governance and Accountability Return (AGAR) 2023/24 Documentation.

a. To note the internal audit report (AGAR page 3) – the internal audit report was noted, with no questions raised.

b. Section 1 - Annual Governance Statement (AGAR page 4) – the Annual Governance Statement was proposed, seconded and resolved.

c. Section 2 - Accounting Statements (AGAR page 5) – the Accounting Statements were proposed, seconded and resolved.

d. To note the dates for the Notice of Public Rights and Publication of Unaudited Annual Governance and Accountability Return – the Notice of Public Rights and Publication of Unaudited Annual Governance and Accountability Return were proposed, seconded and resolved.

 

11. To discuss and resolve the following items:

a. To hold the Macmillan coffee morning event on the 27th September 2024: It was proposed, seconded and resolved to hold the coffee morning from 10.00 – 12.00.

b. Re-starting the coffee mornings from October 2024 to March 2025: It was proposed, seconded and resolved to start the coffee mornings from October. 

c. The request from the Tennis Club for the storage units to be painted with anti-climbing/theft paint to reduce anti-social behaviour in this area: it was proposed, seconded and resolved to agree to the request and for the Groundsman to apply anti-climb paint to the storage units.

d. A report from the Flooding working party and any actions to be taken; the report was noted and it was agreed that the report needed some slight changes before being sent to the LCC inquiry and to our MP.

 

       12.  Planning Matters:

a. To resolve any comments on the following applications received: 

i. 24/0527/HOUS 80 Granson Way – Proposed single storey and two storey extensions to dwelling. Washingborough Parish Council had no comment to make on this application. 

ii. 24/0510/VARCON 7 School Lane – Application to vary condition 4 (approved construction details) of planning permission 23/1128/HOUS – Demolition and replacement of existing garage and boundary walling and amended vehicular access – original proposal which condition relates to is not an accurate representation of what is possible to build on, due to levels. Washingborough Parish Council had no comment to make on this application.    

 

b. To ratify comments on the following applications returned under Clerks delegated powers: None.

 

c. To note the decisions from NKDC on the following applications: 

i. 24/0295/HOUS 1 Durham Close – Erection of single storey side & front elevation extension. Approved.

ii. 24/0283/HOUS & 24/0284/LBC Manor Farm, church Hill – Conversion of existing garage into an annexe. Approved.

iii. 24/0288/HOUS 40 Granson Way – Erection of a single-storey side extension to create a self-contained annex with solar pv panels. Approved.

   

 13.   Financial Matters:

a. The payment schedule for May 2024 was proposed, seconded and resolved and the salaries payments were noted.

b. The accounts and budgets for April 2024 were noted.

c. The Unity Trust bank statement for April 2024 was noted and signed.

d. The change in cost to the waste collection from North Kesteven District Council was noted.

e. To resolve the payments made by Direct Debit and Bacs. It was proposed, seconded and resolved to allow the Clerk to make the listed payments for the 2024/2025 financial year.  

 

 14.  Under the Public Bodies (Admission to Meetings) Act 1960 it was proposed, seconded and 

         resolved to move into closed session for the following items: None.

 

There being no further business, the meeting closed at 7.20 pm
