Minutes of the Parish Council Meeting held on Wednesday 17th July 2024 at 6.00pm in the Community Centre, 

Small Hall, Fen Road, Washingborough, Lincoln. LN4 1AB

 

Present:

In Attendance: Miss K Broddle (Clerk).

Members of the Public: There was two members of the public present. 

 

a. Public Forum: None.

b. Reports from LCC and NKDC: the LCC report was forwarded prior to the meeting. No report was received from 

NKDC. The LCC report is attached.

 

23. Localism Act 2011 requirements:

a. Apologies and reasons for absence were received and resolved from Cllrs Mrs J Aspinall, Mrs B Bland, A Fraser, R Harrington and Mrs R Whipp. 

 Apologies were also received from District Cllrs C Goodwin and I Carrington.

b. Declarations of interest: None.

c. Applications for dispensation: None.  

 

24. Draft notes of the Parish Council meeting held on 19th June 2024 were proposed, seconded and 

      resolved for signing as the minutes.

 

25. Matters raised at Public Forum: None.

 

26. Clerks Report (for information only): 

a. Councillors were reminded of the importance of responding to emails sent by the Clerking Team and also to keep storage free by deleting information sent once it has been read and to create a file for any information that they would like to keep.

b. Councillors were advised that their request, regarding the Speed Limit Order on the B1190, the limit to be lowered to 40mph, from Washingborough to Bardney Causeway does not meet the required criteria. The public consultation is ongoing.

c. Councillors were advised of the road closure on the B1190 near to Church Hill from 23rd – 25th July for Anglian Water mains repairs.

d. Councillors were advised of the road closed on the A15 (Lincoln Eastern Bypass), near to the Washingborough Roundabout from 23.00 30th July to 06.00 31st July.

e. Councillors were advised of the correspondence received from LCC and the Environment Agency, regarding the winter flooding.  It was noted that the EA have offered to assist the Council in creating their Emergency Plan. The report will be looked at by the Flooding Working Party.

f. It was as advised that the Environment Agency are in discussions with the IDB regarding the bridge over the South Delph and hope to arrive at a solution that is most favourable to the Council.

 

27.  The Notes of the Finance & General Purposes meeting were noted with no comments being made.

 

28. To discuss and resolve the following items:

a. Request from NKDC to offer a digital hub: it was proposed, seconded and resolved that due to the lack of equipment required and currently having no volunteers, it would not be possible to run a digital hub, however this may be looked at in the future.

b. Rose and Anchor Waffle Trailer: following the request to site the waffle trailer in the Community Centre car park on the second Thursday of the month from 5.30pm to 8pm, it was proposed, seconded and resolved to agree the request, with the proviso that all litter from this is removed by them.

c. HBW request to alter their hire agreement playing dates: to maintain the quality of the pitches it was proposed, seconded and resolved not to alter the hire agreement.

d. Leisure and Health Activities from North Kesteven held in the local Community: following further information, it was proposed, seconded and resolved to go ahead with sessions on non-impact exercise, sports day themed junior activities and health checks, these activities will be held on 30th August, from 10.30am to 12.30pm.

e. Lincolnshire Parish Council Engagement Session: the following issues were included – road deaths & speeding, anti-social behaviour, rogue traders, scamming, speed watch scheme and lack of PCSO’s.

Cllr Peck proposed the following items:

i. that Mark Jones’ four-year challenge to reduce road deaths, is concerning and that an immediate plan should be drawn up in consultation with Parishes. The proposal was not carried.

ii. to introduce a working party to consider anti-social behaviour and encourage residents to report issues. The clerking team advised that this is already happening and is a regular item that goes out on the Councils’ social media pages and in Sheepwash Times. The proposal was not carried.

iii. That the working party above, also look into ways of promoting scamming issues and to obtain Fraud & Scam packs from the Police. 

The Clerking Team advised that this is already happening and that the packs were handed out over the previous Winters’ coffee mornings and had been delivered to a number of vulnerable residents.

The proposal was not carried.

iv. To ask the Police for an Engagement Session for the Village – this was proposed, seconded and resolved.

It was suggested that an invite to Utility Warehouse to attend the winter coffee mornings, may be useful. This will be looked into and included on a future agenda.

f. The following proposals were put forward for discussion.:

i. to reintroduce Washfest and arrange a Village Day– it was advised that Washfest was organised by a private company, in conjunction with the Council, to celebrate the Queens Platinum Jubilee in 2022. A further event by the same company, was organised for 2023, but this was not the success that was expected.  The company have not approached the Council for any further events, so this is no longer an option.

Village Day was held in 2015 to help local clubs increase their membership, but since then a number of the clubs have folded, so again this was not felt to be an option.

It was advised that a Craft & Makers Fair that was initially scheduled for 2023 will be held on November 23rd 2024 in the Community Centre and it is hoped that this will become an annual event.

The clerking team advised that they have a number of ideas for events, which will include our local groups, but further investigation is needed before reporting back to Council. 

g. The Campaign to improve the safety of Lithium-ion batteries, e-bikes and scooters:

It was proposed, seconded and resolved to support this campaign and to request posters, which will be placed around the village.

 

 29.  Planning Matters:

a. To resolve any comments on the following applications received: 

i. 24/0746/HOUS: 12 Church Hill: erection of single-story extension to entrance lobby and part removal of boundary wall.

Washingborough Parish Council had no comment to make on this application. 

 

ii. 24/0778/HOUS: Claytops, Washingborough Road: propose flat roof single story side extension.

Washingborough Parish Council had no comment to make on this application. 

b. To ratify comments on the following applications returned under Clerks delegated powers: 

i.     25/0075 TCA: 10 Penfold Lane: work to trees 

      It was ratified that Washingborough Parish Council returned no comments on this application.

c. To note the decisions from NKDC on the following applications: 

i. 24/0527/HOUS: 80 Granson Way – Single storey extension and erection of car port This application was approved.

ii. 24/0519/FUL: Washingborough Family Practice – Erection of infill extension and internal re-modelling. This application was approved.  

 

 30.   Financial Matters:

a. The payment schedule for July 2024 was proposed, seconded and resolved and the salaries payments were noted.

b. The accounts and budgets for June 2024 were noted.

c. The Unity Trust bank statement for June 2024 was noted.

d. The quote from JKBS to clad two changing room shower area ceilings in the Pavilion was proposed, seconded and resolved 

e. The quote to replace the Community Centre boiler room and the Pavilion Meter room with security doors was proposed, seconded and resolved.

f. The quotation from Selmec for replacing failed emergency lighting at the Fen Road site was deferred to allow further information and additional quotes to be sourced.

 

 31.  Under the Public Bodies (Admission to Meetings) Act 1960 it was proposed, seconded and 

         resolved to move into closed session for the following items: None.

 

There being no further business, the meeting closed at 7.25pm.

County Councillor Report

Solar Farms

Lincolnshire County Council is deeply disappointed that the new Secretary of State has granted permission for two giant solar farms in Lincolnshire.

On Friday 12 July, permission for Gate Burton in West Lindsey and Mallard’s Pass in South Kesteven, have been given permission to go ahead, despite considerable local opposition.

It is hoped that the speed with which these decisions have been taken does not set the trend for the new government and that, in future, it listens to communities, local councils and understands the competing demands on land use – particularly food production. The Central Lincolnshire Local Plan was re-adopted in 2023, and sets the agenda for housing and infrastructure development to from 2024 – 2029, but the new government has stated that it intends to revisit planning with a view to unleashing housebuilding.

Newland Highways Improvements

Everyone will be relieved to learn that the highways improvements along Newland are nearing completion, and much sooner than planned for. This is because, in spite of recent rain, there haven't been any significant weather delays or unexpected infrastructure issues which often arise during repairs of this nature.

The anticipated completion date will be the morning of Monday 5 August, but to hit that deadline, it will be necessary to have a series of nighttime road closures. These started during the week commencing 8 July and will go through to the week commencing 29 July. North Hykeham Relief Road

Following the granting of planning permission in May, the legal orders to proceed with the North Hykeham Relief Road were approved by the Executive of Lincolnshire County Council on 2 July. The project is still on schedule to begin construction in 2025 and is due for completion in 2028.

Live at Lincoln Castle

The Live at Lincoln Castle concert series was a fantastic success, with the medieval walls providing the perfect backdrop for six nights of live music across three weekends. Nearly 30,000 people attended the concerts, including local residents, national visitors and international tourists.

The castle also played host to the highs and lows of the England men’s Euro 2024, screening the matches from the quarter final through to the final, with over 6,000 people sharing the experience within the grounds.

 

 

Washingborough Division Ward Walk

I have asked Highways colleagues for an update on the matters that were discussed at the ward walk which took place on 5 March this year. I am keen to resolve the matter of increasing discontent with parking in the village – particularly Oak Hill, Policeman’s+ Lane and Main Road.
