Minutes of the Full Parish Council Meeting 21 July 2021 at 2pm, held in the Community Centre
Public Forum - no members of the public attended the meeting

27. In accordance with the Localism Act 2011, received the following 
  1. Apologies were received from Cllr Cawrey (LCC), Tinsley & Goodwin (NKDC)
  2. Declarations of Interest were received from Cllrs Bland (sporting matters), Whipp (item 32g) and Peck (item 32f)
  3. Applications for Dispensation - None
28. Draft notes of the Parish Council meeting held on the 16 June 2021 were approved for signature as the minutes.
29. Clerks Report:
  1. The request for a ‘one-off’ grass cut on Pynder Close was proposed, seconded and resolved, while the work to find any further grassed areas with no owner is completed.
  2. It was proposed, seconded and resolved to use the Village Green for this years poppy laying ceremony.
30. Recommendations from Finance and General Purposes Committee meeting - 12 July 2021.
  1. The notes were circulated prior to the meeting and the following recommendations were proposed, seconded and resolved:
    1. for the Councils grant scheme to run from 1st June – 1st December each year, with no applications considered outside of these dates;
    2. to accept the quote from Scribe Accounts for their accounting software package costing £961 for the first year and £564 thereafter;
    3. to re-start the Youth Club from September of this year, at a cost of £4000 for the 12 month period.
31. The following items were discussed with the resolutions as stated:
  1. Request to site a memorial bench from the Village Community Group - It was proposed, seconded and resolved to allow the Group to have a memprial bench (at their cost) when one of the current benches needs replacing, this bench must be durable and any maintenance will be at the groups cost.
  2. Central Lincolnshire Local Plan Consultation – it was proposed, seconded and resolved not to make any comments on the replacement of the current plan.
  3. LALC Training Courses – it was proposed, seconded anda resolved for Cllr Kent to attend two courses: LCC website maintenance for new users and using Facebook to enhance the Council’s communication. 
  4. Working Party Updates:
    1.  Litter Picking Volunteers – the group had met and the recommendations were discussed.  It was proposed, seconded and resolved to buy 10 sets of equipment for the volunteers to use.
    2.  Communty Centre Bar – the group had met and looked at various options. The recommendation of the Council applying to hold the licence was proposed, seconded and resolved.
    3.  Play Equipment – an update was given and advised that the Big Rigg is now in place and the group will be meeting shortly to discuss further consultation as the requested quotes and designs have been received from four companies.
  5. Risk Assessments: following the Government announcement that the final step out of Covid-19 would go ahead on the 19th July 2021, there are no longer any legal restrictions for the Community Centre or Pavilion and both can open as mornal.  Risks assessment have been reviewed and it was proposed, seconded and resolved to include the following items, post Covid – hand sanitiser, regular cleaning of high touch areas are to remain in place, along with advcice that the wearing of face coverings is suggested.
32. Planning Matters.

Applications received: 

  1. 21/1007: Church House, 14 High Street – work to trees.
    1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.
  2. 21/0918: 54 Lincoln Road – single storey extension.
    1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.
  3. 21/0993: 7 High Street – change of use of summerhouse to home office and storage.
    1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.
  4. 21/0897: 2 Thurlby Close – single storey extension.
    1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.
  5. 21/0992: 57 Main Road – change of use to holiday let.
    1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.
  6. 21/0988: 124 Granson Way – erection of garden room and covered bbq area.
    1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.

Cllr Mrs R Whipp had declared an interest in the following applications and left the meeting.

  1. 20/1246 and 20/1247: Former Piggery Buildings, Poplar Bank Farm, Bardney Road – change of use of agricultural land and buildings.
    1. It was proposed, seconded and resolved that the Council withdraw previous comments on noise and environmental issues and they do not wish to make any further comments.

Cllr Mrs R Whipp rejoined the meeting.

33. Financial matters:
  1. The payment schedule was proposed, seconded and resolved and the salaries etc were noted (see below).
  2. The accounts/budget for June 2021 were noted.
  3. The Unity Trust Bank statement of account as at 30th June 2021 was noted and signed .  
34. Items for Information
  1.  Lincolnshire Police Community Information – the report was noted                           
35 . Under the Public Bodies (Admission to Meetings) Act 1960 it was proposed, seconded and resolved to move into closed session for the following item: NONE

District Councillors' Report - July 2021

Heighington, Washingborough & Canwick
Covid (Date as at 10 Jul 21)
  • no deaths in North Kesteven within past 28 days 
  • 118 (Washingborough/Canwick area)/186 (Heighington area) positive tests per 100,000
  • North Kesteven 150 positive tests per 100,000
  • England 277 positive tests per 100,000
  • 87% of adult population have had 1st dose
  • 65% have had 2nd dose

Although case numbers are rising significantly and are likely to increase further as restrictions are relaxed on 19 July, there has only been one Covid related death reported in North Kesteven since the end of March 2021.

Climate Change

It has been 2 years since NKDC declared a climate emergency. Much work has been done since then in pursuit of the Council’s goal to achieve Net Zero by 2030 although Covid has diverted away some attention. The initiative will now be the focus of a new campaign entitled ‘Act On Climate’ which will be underpinned by a major communications push to inform on the broader programme going forward.

NKDC leader, Richard Wright, will sign up to a UK100 pledge at Full Council on 15 July ‘to do everything within our power and influence to rapidly reduce greenhouse gas emissions to Net Zero by 2030 and work with our residents and businesses to bring our wider communities’ emissions in line with Net Zero as soon as possible’.

Central Lincolnshire Local Plan (CLLP)

The CLLP, which represents City of Lincoln, West Lindsey and North Kesteven, is currently out for consultation until 24 August. The plan contains key policy updates with a distinct focus on climate change which is reflected in carbon-neutral building standards, harnessing renewable energy and encouraging sustainable transport, plus much more.

A consultation hub is available online and Parish Councils will have access to a webpage containing key evidence documents which underpin the consultation.

These awards have been launched to recognise the contributions made by individuals, groups and businesses to life in North Kesteven. Further details can be found at www.NKawards.org and the deadline for nominations is 1200 on 1 Sep 21.
