Minutes of the Full Parish Council Meeting 6 May 2021 at 2pm, held remotely, under The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authorities and Police and Crime Panel Meetings) (England and Wales) Regulations 2020

01. Election of a Chairman and remotely agree the Declaration of Acceptance of Office.

Cllr Fothergill was nominated and elected to the position of Chairman. It was proposed, seconded and resolved for the Chairman to sign the declaration of Acceptance in the presence of the Proper Officer before the June Council Meeting.

02. Election of a Vice Chairman - Cllr Mrs Aspinall was nominated and elected to the position of Vice-Chairman.
03. Appointment of the Finance & General Purposes Committee and the respective Chairman and Vice Chairman 

It was proposed, seconded and resolved to appoint the following:

  • Cllr Mrs Simons (Chairman)
  • Cllr Scigala (Vice-Chairman)
  • Cllr Mrs Aspinall
  • Cllr Mrs Bland
  • Cllr Fothergill
  • Cllr Kent
04. Appointment of the Staffing Panel and the respective Chairman.

It was proposed, seconded and resolved to appoint the following:

  • Cllr Peck (Chairman)
  • Cllr Mrs Whipp
  • Cllr Harrington
05. Appointment of representatives to a Planning Group.

It was proposed, seconded and resolved to appoint the following:

  • Cllr Fothergill
  • Cllr Kent
  • Cllr Scigala
06. Appointment of representatives to a Highways Group.

It was proposed, seconded and resolved to appoint the following:

  • Cllr Mrs Aspinall
  • Cllr Mrs Parker
  • Cllr Peck
07. Confirmation of the continuation and appointment of representatives to outside bodies

It was proposed, seconded and resolved to appoint the following:

  • Four Parishes - Cllrs Mrs Aspinall and Harrington
  • Washingborough Garratts - Cllrs Mrs Whipp and Kent
  • Pike and Eure - Cllr Mrs Bland

It was proposed, seconded and resolved that a specific representative for the Academy was no longer needed and any invites will be dealt with as and when they are received and a representative for the Twinning Association was no longer needed at this present time.

08. Declaration of any Gifts or Hospitality

All Councillors declared that no gifts or hospitality has been offered or accepted.

9. In accordance with the Localism Act 2011, recieved -
  1. Apologies were received and resolved to accept the reason from Cllr Mrs Bland and Cllrs Tinsley, Carrington & Goodwin (NKDC)
  2. Declarations of Interest received - None
  3. Applications for Dispensation - None
10. Draft notes of the Parish Council meeting held on the 15 April 2021 were approved for signature as the minutes.
11. Clerks Report:
  1. a. The Clerk advised that the End of Year Accounts had been completed and were waiting for the Internal Auditor visit, before the AGAR can be brought to Council for approval.
12. The following items were discussed with the resolutions as stated:
  1. Opening of the Community Centre: it was proposed, seconded and resolved to open the Centre on June 2nd, providing that the Government roadmap for Covid-19 had not changed.
  2. Report and recommendations from the Play Equipment Working Party - It was reported that -
    1. consultation with users is to start;
    2. site visits by play equipment companies are being arranged;
    3. a grant from WREN will be applied for;
    4. the Procurement procedure must be followed;
    5. the quote from Freshair Fitness for the Big Rig and arm & pedal bike had been received for £11,315 net,
    6. comparable equipment costs were £12,329 and did not include the same number of items as the Big Rig and
    7. it was felt that quote for this was the best option and was recommended to Council.
  • It was proposed, seconded and resolved to purchase the Big Rig and the arm & pedal bike.
  1. Council Meeting Dates for 2021/22 were proposed, seconded and resolved.
  2. Comments on Branston and Mere Neighbourhood Plan - it was proposed, seconded and resolved not to comment on this document.
  3. Request for a charity donation from Lincolnshire Lowland Search & Rescue - it was proposed, seconded and resolved to advise the Charity that Council have a grants policy and how they can make an application for funding from the Council.
  4. Pavilion Risk Assessment - the assessment has been put on hold until advice from the FA and the Government is announced
13. Planning Matters.
  1. Applications received: 
    1. 21/05877: 35 Winchester Drive – demolish snug & utility room and erect single storey extension.
      1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.
    2. 21/0637: 15 Cambridge Drive- work to trees with TPO.
      1. It was proposed, seconded and resolved that Council do not wish to make any comment on this application.
14. Financial matters:
  1. The payment schedule was proposed, seconded and resolved and the salaries etc were noted(see below).
  2. The accounts/budget for April 2021 were noted.
  3. The Unity Trust Bank balance of account as at 30th April 2021 was noted
  4. It was proposed, seconded and resolved to continue with payments as follows:
    1. all utility accounts and NEST pension contributions by variable direct debit amounts.
    2. salaries, HMRC and LGPS by variable Bac's amounts.
    3. all other payments, where possible, by variable Bac's amounts.
15 . Under the Public Bodies (Admission to Meetings) Act 1960 it was proposed, seconded and resolved to move into closed session for the following item: NONE

There being no other business the meeting closed at 3.15pm.
