Minutes of the Parish Council Meeting held on Wednesday 15th December 2021 at 2 pm, in the Community Centre

60. In accordance with the Localism Act 2011, received -
  1. Apologies and reason for absence were received and accepted from Cllrs Bland, Aspinall and Whipp and Cllr Cawrey (LCC)
  2. Declarations of interest - were received from Cllr Harrington regarding item 68b
  3. Applications for dispensation - None
61. Draft notes of the Parish Council meeting held on 17th November 2021 were approved for signature as the minutes.
  • Cllr Fothergill advised that a resignation letter hade been received from Cllr P Scigala earlier in the day.
62. Clerks Report:
  1. Covid Update – the updated regulation regarding the wearing of masks in the Community Centre has been implemented and the Risk Assessment updated.
  2. Play area slide – the resident who has enquired about purchasing the old slide is still interested but will decide once the price is agreed.
  3. Bowls and Tennis Clubs – the clubs have been invited to review their agreements and will forward dates shortly.
  4. CCTV and Intruder Alarm – surveys and quotes for these items are being sought.
  5. Old Station Sign – a request has been made to LCC, through Cllr Cawrey, to find out if they are holding the sign.
63. The following items were resolved as stated:
  1. Tree Survey – the survey was noted and it was proposed, seconded and resolved to accept the quote for the work to the trees at the Village Green and the Penfold.
  2. Photocopier - it was proposed, seconded and resolved to accept the upgrade quotation from Ricoh, under the National Public Sector MFD Framework.
  3. Quotes and works to failed floodlight on the MUGA and to replace the current light in Chapel Park car park – it was proposed, seconded and resolved to go ahead with this work and to also carry out an inspection of the other floodlights.
  4. Request from the Netball Club regarding the cleaning of the MUGA – it was proposed, seconded and resolved to precept for the MUGA to be cleaned in the new financial year and to ask for a contribution from the Netball Club. It was further suggested that this is looked at every three to four years and a precept amount requested yearly for this to happen.
  5. Updates from working parties:
    1. Play Equipment – it was advised that the grant application had been successful, but any advertising must be agreed by FCC. It was proposed, seconded and resolved to extend the remit of this working party to include the full procurement process, to carry out further consultation and oversee the work undertaken by the selected contractor.
  6. Jubilee Celebrations – no further update
  7. Community Centre Bar – the cleaning and decoration of the licensed bar is underway and Council would like to thank the Caretaker for his hard work in doing this. Kbars have visited and are very happy with progress. The application to vary a premises licence to specify an individual as DPS will be completed by the working party.
  8. Additional Useage of the Pavilion - the working party have met and discussed various items that could be looked at immediately, such as childrens parties, meeting rooms, training and seminars.
  9. Wi-Fi Coverage of the Community Centre & Pavilion – the working party have advised that until it is known what additional useage is known, no further progress can be made.
64. Planning Matters:
  1. applications received:
i. 21/1688: 54 Fen Rd – demolition of existing garage and erection of single storey detached play room/bike storage/garage

ii. 21/1823: 14 Victoria Gr – first floor extension over garage and utility room.

65. Financial Matters:
  1. The payment schedule, for December was proposed, seconded and resolved. The salaries payments were noted.
  2. The accounts/budgets for November 2021 were noted
  3. The Unity Trust Bank statement for November was noted and signed
66. Council proposed, seconded and resolved to move into Closed Session (Public Bodies Admission to Meetings Act 1960) for the following items.
67. Staffing Matters:
  1. Recruitment of the Assistant Clerk – it was proposed, seconded and resolved to start the recruitment but to keep updated with any changes in Covid regulations that may cause delay.
  2. Increase in working hours of the Assistant Clerk post – it was proposed, seconed and resolved to increase the hours to 18 per week.
68. Grant Appliations:
  1. Parochial Church Council - It was proposed, seconded and resolved that more information was required to allow consideration of this application. The applicant will be advised that this must be received by January 6th 2022 or the application will not be accepted.
  2. Penfold Players – it was propsed, seconded and resolved that their grant requests, of £500 for the summer production and £1800 for the pantomime be paid, provinding that the performances are able to take place.
  3. Lincolnshire Lowlands Search & Rescue – it was proposed, seconded and resolve to pay the request of £10.

District Councillors' Report - Heighington, Washingborough & Canwick Ward

Covid

The Omicron variant looks as though it will fast become the dominant variant in the country. The variant is already present in Lincolnshire (Boston Council Area). England entered Plan B restrictions on Wed 8 Dec 21.

In the week ending 6 Dec 21, England saw a rise of 11% in confirmed cases; Lincolnshire’s cases rose by 23.7%.

Data as at date shown:

  • England 501 positive tests per 100,000 (11 Dec)
  • North Kesteven 594 (7 Dec)
  • Heighington area 594 (7 Dec)
  • Washingborough & Canwick area 607 (7 Dec)
  • 89% of adult population (12 and over) have had 1st dose
  • 81% have had 2nd dose
  • 40% have had the Booster jab.

NKDC’s Plan B response:

  • Workforce encouraged to work from home
  • Sleaford offices occupancy expected to drop to 20% from 13 Dec.
  • All services remain operational
  • Requirement for formal meetings, boards etc remain in place
  • LGA working with Government to reintroduce the option of remote meetings for councils.
  • Key message – get vaccinated and boosted!
Holdingham Roundabout

Much needed improvements to the Holdingham roundabout have now completed at a cost of £8.25m. Funding came from Greater Lincolnshire Local Enterprise Partnership, NKDC, LCC and developer contributions.
