The meeting will start with the Public Forum and NKDC & LCC Councillors reports.
AGENDA
a. Public Forum.
b. Reports from NKDC and LCC Councillors.
1. In accordance with the Localism Act 2011, to receive:
a. Apologies and reason for absence.
b. Declarations of interest.
c. Applications for dispensation.
2. Draft notes of the Parish Council meeting held on 18th March 2026 to be approved as the minutes.
3. To discuss matters raised at Public Forum. (Any items raised that need resolution will become an agenda item for the next Full Council meeting).
4. Clerks Report:
a. The emails from LCC (Flood Resilience) regarding the location of the flood alarm devices.
b. To note that the repairs to the wall at the village green have been completed.
c. To note the email from LALC regarding the resignation of Tony Shaw (Webmaster).
d. To note the email and to thank the Penfold Players for their contribution towards the electrical work carried out at the Community Centre in January.
5. To receive the notes from the Finance and General Purposes Committee meeting held on 8th April 2026 and to resolve the following recommendations: (to follow)
a. The movement of earmarked reserves (to follow)
6. To discuss and resolve the following items:
a. The Penstocks at Sandhill Beck, following the meeting with the Environment Agency and Internal Drainage Board.
b. The email from Project Groundwater regarding the onboarding session (minute number 88i - March 2026) and to ask for a volunteer to take part.
c. The article in the Sheepwash Times regarding the church yard at St. John’s.
d. The request from Washingborough Academy for a Councill representative to attend the School Parliament to talk about what the Council does and if there is anything that the Children can get involved with, in the village.
e. The response email from Lincolnshire Road Safety Partnership (minute number 88d – March 2026).
7. Planning Matters:
a. To resolve any comments on the following applications received:
i. 26/0358/PNTEL: PCO PC01 Shopping Centre, Park Lane – Removal of public payphone.
ii. 26/0361/HOUS: 35 The Fields – Erection of detached garden building on wooden base.
b. To ratify comments on the following applications returned under Clerks delegated powers:
i. 26/0381/TCA: 2 Penfold Lane – T1, Cotoneaster – Dismantle to ground level. T2, Holly – Reduce over-extended limb by 6ft back in line with canopy.
c. To note the decisions from NKDC on the following applications:
i. 26/0025/HOUS: 24 Park Lane – Proposed single storey rear extension, first floor rear infill extension and amendment to boundary treatments. Approved.
8. Financial Matters:
a. To resolve the payment schedule for April 2026 and to note the salaries payments. (to follow)
b. To receive the accounts and budgets for March 2026.
c. To receive the Unity Trust Bank statement for March 2026.
d. To agree to the work needed on the field tractor and to note the estimated cost.
e. The annual maintenance quotations for 2026/2027, for the Community Centre, Pavilion & Civic Office.
f. To consider the quotation of £545.00+Vat for the weed and feed treatment on the Senior football pitches.
g. To discuss the information provided by Ashby Grass Care regarding the condition of the junior football pitches.
9. To resolve moving into closed session. (Public Bodies Admission to Meetings Act 1960)
10. To consider the grant applications received from:
a. Washingborough Bowls Club
b. Penfold Players
11. To consider the donation application from Washingborough Bowls Club (Minute Number 88b March 2026).
