AGENDA
Chairmans opening remarks and welcome.
- Public Forum.
- Reports from NKDC and LCC Councillors.
- In accordance with the Localism Act 2011, to receive:
- Apologies and reason for absence.
- Declarations of interest.
- Applications for dispensation.
- Draft notes of the Annual Meeting of the Parish Council held on 13th May 2026 to be approved as the minutes.
- To discuss matters raised at Public Forum. (Any items raised that need resolution will become an agenda item for the next Full Council meeting).
- Clerks Report:
- To note that the bench on the Village Green has been removed as it was rotten.
- To note that the annual intruder alarm service has taken place with no issues reported.
- To note the email from Lincolnshire County Council to confirm Cllr Matthews attendance at our July meeting.
- To note the emails regarding the Water Rail Way closure.
- To note the change in date for the annual Scarecrow Festival, which will take place from 18th - 27th September.
- To discuss and resolve the following items:
- The Property Flood Resilience Report from RAB Consultants. (Due to the timescale, the Chairmen agreed not to exceed the £15.000 grant contribution allocated to the Council)
- The LALC Summer Conference on 14th July 2026.
- To consider meeting with Heighington Parish Council regarding the upcoming closure of the burial ground at St. Johns Church.
- Report from Cllr Nixon, following a meeting with Mr Applewhite regarding the speed sign.
- To agree to a survey of Parish Council buildings and land to ensure the asset register is up to date.
- Planning Matters:
- To resolve any comments on the following applications received:
- 26/0539/VARCON: Land at Lincoln Road & Ferry Lane – Application to vary conditions 20 (opening times) and 21 (delivery times) attached to planning permission 22/0362/FUL – Erection of a new food store (Use Class E) with associated new access onto B1190, parking, serving, drainage, landscaping and habitat area as well as highway works and creation of new access in adjoining field.
- 26/0619/HOUS: 6 Ravenwood – Increase garage roof height to create an annexe.
- 26/0533/TCA: 7 School Lane – T1. Holly – Reduce height by 2 meters, cuts no greater than 70mm. Crown lift to 2 meters above ground level, no cuts greater than 50mm. T2 – Norway Maple, Remove this tree to ground level.
- 26/0604/HOUS: 5 Ravenwood -Erection of annex. (retrospective)
- 26/0675/FUL & 26/0676/LBC: The Old Post Office, 5 High Street – Installation of integrated solar panels to the roof of existing garage.
- To ratify comments on the following applications returned under Clerks delegated powers:
- 25/0283/VARCON: Little Bear Storage, Five Mile Lane Business Park – Application to vary Condition 4 (Flood Protection Measures) attached to planning application 23/0806/FUL – Change of use of land to B8 self-storage facility.
- 26/0558/TCA: 7 School Lane – T1 Holly crown reduction and lift. Lower the height by approx. 2 meters. Lift the crown by approx.1 meter. T2 Variegated Norway Maple (Acer Platanoides drummondii) Fell. Cut to ground level.
- 26/0128/VARCON: Rookery House, Church Hill – Application to vary conditions 2 (materials) and 6 (approved plans) attached to planning permission 24/1105/HOUS to amend the scheme including alterations to the first-floor element of the south extension and revised materials.
- To note the decisions from NKDC on the following applications:
- 26/0361/HOUS: 35 The Fields – Erection of detached garden building on wooden base – Approved.
- 26/0365/HOUS: Oak House, 10 Oak Hill – Replacement entrance porch - Approved.
- Policies:
- To approve and adopt the Data Map regarding assertation 10 of the AGAR.
- To approve and adopt the Fire Orders.
- To review the Press and Media Policy.
- Financial Matters:
- To resolve the payment schedule for June 2026 and to note the salaries payments. (to follow)
- To receive the Unity Trust Bank statement for May 2026.
- To note the new mileage & fuel rates allowances for the tax year 2026 to 2027.
- To consider the quotation from Compton’s Consultancy (Minute no 12e, May 2026).
- To consider the quotation following the PFR Report, to repair the crack in the Community Centre wall. (This was examined and is not thought to be subsidence).
- To consider purchasing the fourteenth edition of the Charles Arnold Baker.
- To note the email from LALC and ratify joining the annual training scheme for 2026/2027.
- To resolve moving into closed session. (Public Bodies Admission to Meetings Act 1960)
