Minutes of the Parish Council Meeting held on Thursday 19th November 2020 at 2 pm, remotely under: The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authorities and Police and Crime Panel Meetings) (England and Wales) Regulations 2020.

056. APOLOGIES, DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION

057. NOTES OF THE PREVIOUS MEETING
  1. The Notes of the Meeting held on the 15th October 2020 were proposed, seconded and resolved and signed as the minutes.
058. PUBLIC FORUM
  1. A parishioner raised objections to planning applications 20/1246 and 20/1247.
059. REPORTS FROM NKDC AND LCC
  1. The reports were noted and further clarification was given by LCC on the Pitts Road Junction and the footway from Washingborough to Lincoln, which runs alongside Washingborough Road; and NKDC on renewables associated with planning applications and the questions raised regarding the new refuse bins for card and paper (see attachment)
060. CLERKS REPORT
  1. Speed Reduction on Cliff Lane – LCC Highways have undertaken a speed survey, where the average speed of vehicles travelling through the survey area registered 22.3mph, with no evidence showing vehicles exceeding the speed limit. The resident has been advised of the outcome and also that any further request should go to their LCC Councillor, through the Parish Council. A request has already been sent to Cllr Cawrey by the Parish Council.
  2. Proposed re-routing of the Viking Way – this was discussed at the October meeting and Council’s only request was for the Sustrans Path be the preferable route from Washingborough into Lincoln rather than the stated path – LCC have advised that should the re-routing go ahead the proposed path will be maintained regularly by themselves
061. THE FOLLOWING ITEMS WERE RESOLVED AS STATED
  1. Gately Hamer, renewal of licence for the Communications Tower on the playing field – further advice is still being awaited
  2. Junction of Pitts Rd/Washingborough Road/Sheepwash Lane and Heighington Road – this item is being dealt with by the County Councillors for Washingborough and Heighington and they will be advising as necessary.
  3. Lincoln Eastern Bypass, street furniture – it was proposed, seconded and resolved to request two bins
  4. 81 Main Road s106 (POS) Monies – it was proposed, seconded and resolved to set up a working party of Cllrs Simons, Bland, Aspinall, Harrington and Fothergill and to look into new and additional equipment for the play area
  5. Review of the following Risk Assessments:
    1. Office Opening – reviewed and advised that the office will remain open during lockdown
    2. Play Area – reviewed, advised that the play area is open during lockdown, but the MUGA is closed.
    3. Community Centre – reviewed and advised that the Centre is closed during lockdown
    4. Pavilion – reviewed, no changes.
062. PLANNING MATTERS
APPLICATION RECEIVED:
  1. i. 20/1246 and 20/1247: Poplar Bank Farm, Bardney Road – retrospective change of use:
    1. it was proposed, seconded and resolved that Council wish to make comments – (see below)
063. FINANCIAL MATTERS

    2. The request from the Youth Club for £1000 for activities for the young people was proposed, seconded and resolved
Under the Public Bodies (Admission to Meetings) Act 1960 Councilors’ proposed, seconded and resolved to move into closed session for the following items:

Washingborough Parish Council comments on PLANNING APPLICATIONS 20/1246/FUL and 20/1247/FUL, as sent to NKDC.

Washingborough Parish Council wish to object to the above planning applications as follows:

  1. The applicant’s activity, applied for at the piggery, has been ongoing over a two-year period. No consultation appears to have taken place with the surrounding properties. The applicant is a nationwide business with similar activities at a number of sites and should be fully aware of planning regulations regarding a change of use and should have applied for planning consent before taking any steps to run this business. A retrospective application appears to show a lack of business acumen.
  2. The applicant states that they will make a contribution to the local economy, but fail to quantify this.
  3. The amount of noise that could be generated by this activity will have an adverse effect to any animals and wildlife in the area and will also be a general nuisance to neighbouring properties.
  4. Frequency of the events is concerning, with use of words such as – ‘selected’, ‘usually’ and ‘one-off’ which would enable the applicant to numerous events at any given time or day.
  5. The suggested parking area is on pasture land which when it is wet, will become churned up and consequently will transfer on to the public road (B1190)
  6. From an environmental issue the plastic pellets used will have a major impact and could cause injury on and to wildlife and the grounds surrounding the site.
  7. The Parish Council feel that the area, stated is not suitable for the applicant’s activities and ask NKDC to give serious thought to the implications of this application before making a decision.
