2494. APOLOGIES, DECLARATIONS OF INTEREST AND APPLICATIONS FOR DISPENSATION

2494.1 APOLOGIES – were received and accepted from Cllrs R Oxby and E Herring (NKDC)

2494.2 DECLARATIONS OF INTEREST – none received

2494.3 APPLICATIONS FOR DISPENSATION – none.

2495. COUNCILLOR CO-OPTION

It was agreed to co-opt Mr G Crawford on to the council.

2496. NOTES OF THE PREVIOUS MEETING held on the 21st February 2019, were agreed and signed as the minutes.

2497. MATTERS OUTSTANDING/ARISING

2497.1 NKDC Street Naming – confirmation had been received of street/apartment block names on the Church Hill development, as Marion Close and Brighton Place.

2497.2 Upgrade to Zebra Crossing Lights – quote from LCC received for a full upgrade to the crossing should Council wish to fund this themselves, or if not LCC will upgrade the existing globes at their expense. Council noted the cost of £3,500 for the full upgrade but resolved to ask LCC to replace the existing globes

2497.3 Footpath and Road (B1190) – a verbal response has been received from Canwick Parish Council, they will endorse a letter of request to LCC Highways. City of Lincoln Council have advised that the request for support will be discussed at their next meeting with their planning portfolio holder.

2497.4 Outreach Day –this is booked for Thursday 22nd Aug from 11am to 3pm at no cost to the Council.

2497.5 NCS Program – further information has been received, giving more in-depth information about possible projects. It was resolved to inform NCS that the Council will give further thought to an appropriate project for a future year as the initial communication had not been clearly explained.

2497.6 A letter to the Internal Witham Drainage Board regarding the Councils watercourse has been sent.

2498. DISTRICT AND COUNTY COUNCILLOR REPORTS

NKDC – Nominations for Community Champions are now being sought; Budget increase will mean approximately an extra 10p per week on band D property; Health Service report has been completed and all recommendations accepted; new ways of working with members of NHS, primary healthcare in the community are being looked at, the framework that has started will continue from May, following the elections.

LCC – an exercise to test the resilience and skills of the of fire & rescue service has successfully taken place; the Heritage consultation continues, assurances have been given that the Usher gallery will not be closing.

2499. PUBLIC FORUM

No questions were asked.

2500. REPORTS

2500.1 COMMUNITY CENTRE:

i. Quotes for decoration of the Main Hall – it was resolved to accept the quote form Paul Dixon

ii. Options for the Licensed bar – a working party of Cllrs Mrs Bland, Mrs Pierce and Peck was agreed.

2500.2 HIGHWAYS:

i. Potholes – information has gone out on Face Book and Sheep Wash Times.

2500.3 SOCIAL MEDIA:

Posting on the website and face book during the last month include:

message regarding Refuse Bins in high winds;

Free Business support for NK businesses;

  • a Post on recent burglaries in the village giving tips on home security (reached 1,897);
  • NHS public engagement exercise;
  • road closure updates on Lincoln Rd. Branston;
  • Poll Clerk and Count Assistant recruitment advert;
  • Neighbourhood watch e-newsletter; fraud alerts;
  • adverts for the Annual Parish Meeting inviting people to attend;
  • as mandated in the last meeting we asked people to report potholes - just two reports were received for potholes on Park Lane and Church Hill, but later a report advising that the holes on Church Hill had been filled was received.

2500.4 POLICE REPORT: March report was received and noted.

2500.5 TWINNING ASSOCIATION: the visit to Orgerus will take place in October, travel will be by Eurostar and fares are very competitive: a visit to the Academy is being organised to gauge interest from both teachers and children, the closing date for those who would like to take part in the visit is June.

2500.6 PLAYING FIELDS & SPORTING FACILITIES: nothing to report.

2500.7 FOUR PARISHES: a meeting is to take place on Monday 25th March.

2501.1 APPLICATIONS RECEIVED:

i. 19/0163/HOUS: 55 Fen Road – demolition of garage, erection of two storey side extension Washingborough Parish Council do not wish to comment on this application

ii. 19/0252/HOUS: 30 Canterbury Drive – two storey side extension Washingborough Parish Council do not wish to comment on this application

iii.19/0269/HOUS: 37 Fen Road – demolition of carport, garage & conservatory, erection of single storey side & rear extension. Washingborough Parish Council do not wish to comment on this application

iv. 18/1518/ADV: Fen Road – erection of non-illuminated roadside sign (retrospective) – amended plans Washingborough Parish Council do not wish to comment on this application

v. 19/0320/TCA: 1 Church Hill – crown reduction to Silver Birch and reduction in height of Blue Cedar Washingborough Parish Council do not wish to comment on this application

2502. THE FOLLOWING ITEMS WERE DISCUSSED AND RESOLVED

2502.1 Transfer of Existing Agreement of the Telecommunications Mast/Site – it was resolved to accept, sign and return the documentation.

2502.2 Review of the Decision of the Suspension of both the Community Centre Management and Highways & Planning Committees – it was resolved to continue without these Committees.

2502.3 The Invitation to Entre the 2019 CPRE Lincolnshire Best Kept Village Competition – it was resolved to enter this years’ competition.

2503. LIST OF COUNCILLORS INTERESTS TO COMMITTEES/PANELS, etc. From MAY 2019

A document listing of the various positions available was handed to all Councillors with the request that they indicate their interest and return the document at the next Council meeting in April. It was agreed that new Councillors concentrate on training before joining a Committee, Panel etc.

2504. FINANCIAL MATTERS

The following were resolved:

a) The schedule of payments (see page 694).

b) The Unity Trust Bank balance was reported as £67,189.66 at the end of February 2019.

c) The accounts for February were noted.
